【摘要】：本文聚焦研究了政府相關(guān)政策對(duì)高新企業(yè)成長(zhǎng)的作用效果的政策設(shè)計(jì)與政策執(zhí)行成因。本文以中國(guó)現(xiàn)實(shí)為背景,構(gòu)建了以政策的"重要程度、完善程度、執(zhí)行力度"為自變量,來解釋政府政策"作用小大"的理論模型。借助于問卷調(diào)查獲得的數(shù)據(jù),對(duì)該模型進(jìn)行了統(tǒng)計(jì)分析檢驗(yàn)。依據(jù)統(tǒng)計(jì)分析的結(jié)果,對(duì)所構(gòu)建的理論模型進(jìn)行了調(diào)整。分析發(fā)現(xiàn):(1)政策越重要,則其作用也越大。(2)政策越完善,則其作用也越大。(3)政策的"完善程度"與"執(zhí)行力度"具有一定程度的"耦合效應(yīng)",如果二者相互配合,則將有助于提升相關(guān)政策的作用效果。
[Abstract]:This paper focuses on the policy design and policy implementation of the effect of government policies on the growth of high-tech enterprises. The enforcement force "is the independent variable to explain the theoretical model of" small effect "of the government policy. With the help of the data obtained from the questionnaire, the model is tested by statistical analysis, and the results of the statistical analysis are based on the results of the statistical analysis. The analysis shows that the more important the policy is, the greater the role of the policy is. Then the effect of "perfect degree" and "enforcement force" of the policy has a certain degree of "coupling effect". If they cooperate with each other, it will help to enhance the effect of the relevant policies.
