【摘要】：上海依托自貿(mào)區(qū)文化開(kāi)放的成功經(jīng)驗(yàn)主要有:綜合運(yùn)用多項(xiàng)政策疊加的優(yōu)勢(shì)加快發(fā)展對(duì)外文化貿(mào)易;通過(guò)"市區(qū)聯(lián)動(dòng)""部市共建"機(jī)制強(qiáng)化自貿(mào)試驗(yàn)區(qū)文化改革同上海市、國(guó)家部委改革的聯(lián)動(dòng);通過(guò)打造功能平臺(tái)不斷推進(jìn)文化服務(wù)對(duì)外開(kāi)放;政府推動(dòng)、企業(yè)運(yùn)作的運(yùn)營(yíng)模式。福建自貿(mào)區(qū)成功復(fù)制上海自貿(mào)區(qū)文化開(kāi)放的經(jīng)驗(yàn),對(duì)自貿(mào)區(qū)有關(guān)文化市場(chǎng)開(kāi)放政策做了明確規(guī)定,開(kāi)放試點(diǎn)的任務(wù)順利落地,并且大膽創(chuàng)新,建設(shè)廈門(mén)兩岸青年創(chuàng)業(yè)創(chuàng)新創(chuàng)客基地、福州利嘉保稅展示交易中心等功能平臺(tái),使自貿(mào)區(qū)成為福建文化擴(kuò)大開(kāi)放的試驗(yàn)田。
[Abstract]:The successful experiences of Shanghai in relying on the cultural opening of the free trade zone mainly include: comprehensively utilizing the advantages of the superposition of several policies to accelerate the development of foreign cultural trade; and strengthening the cultural reform of the free trade experimental area with Shanghai through the mechanism of "urban linkage" and "co-construction of ministries and municipalities". The linkage of the reform of national ministries and departments; the continuous promotion of the opening up of cultural services to the outside world through the creation of functional platforms; the operation mode of government promotion and enterprise operation. Fujian Free Trade Zone has successfully copied the cultural opening experience of Shanghai Free Trade Zone, and has made clear provisions on the opening policy of cultural market in the Free Trade Zone. The task of opening up the pilot projects has successfully landed, and it has made bold innovations. The construction of Xiamen cross-straits youth pioneering and innovative guest base, Fuzhou Li-Jia bonded display and trading center and other functional platforms, make the free trade zone become the experimental field for Fujian culture to expand and open.
