【摘要】：行業(yè)協(xié)會(huì)是市場(chǎng)經(jīng)濟(jì)發(fā)展的必然伴隨物,其發(fā)達(dá)程度是衡量市場(chǎng)經(jīng)濟(jì)發(fā)展水平的一個(gè)標(biāo)尺。一般情況下,文化產(chǎn)業(yè)相對(duì)發(fā)達(dá)的國(guó)家或地區(qū)不僅市場(chǎng)經(jīng)濟(jì)發(fā)展程度較高,其文化行業(yè)協(xié)會(huì)也發(fā)展得相對(duì)成熟,在促進(jìn)行業(yè)自律,文化政策形成,政企溝通,為業(yè)界提供服務(wù),發(fā)揮知識(shí)、信息和統(tǒng)計(jì)功能,發(fā)揮中觀管理功能,監(jiān)管發(fā)展等方面具有非常重要的治理功能。然而,由于我國(guó)文化產(chǎn)業(yè)協(xié)會(huì)起步晚,發(fā)展緩慢,再加之獨(dú)立性得不到保證,自治性和民間性相對(duì)較弱,其治理功能與世界文化產(chǎn)業(yè)發(fā)達(dá)國(guó)家或地區(qū)相比存在很大差距。為更好地推動(dòng)文化行業(yè)協(xié)會(huì)功能的發(fā)揮,必須創(chuàng)造良好的法律、體制、機(jī)制條件,完善文化行業(yè)協(xié)會(huì)法規(guī);深化文化體制改革,促進(jìn)政府職能轉(zhuǎn)換;完善文化行業(yè)協(xié)會(huì)相關(guān)機(jī)制,如內(nèi)部治理結(jié)構(gòu)和機(jī)制、談判機(jī)制、人才培養(yǎng)機(jī)制、資金管理機(jī)制等。
[Abstract]:Trade association is an inevitable companion of the development of market economy, and its developed degree is a yardstick to measure the development level of market economy. Generally speaking, countries or regions with relatively developed cultural industries not only have a relatively high level of market economy development, but also their cultural trade associations have developed relatively mature. They are promoting industry self-discipline, forming cultural policies, communicating between government and enterprises, and providing services to the industry. Exerting the functions of knowledge, information and statistics, exerting the function of meso management and supervision and development has very important governance function. However, due to the late start and slow development of China's cultural industry association, coupled with the lack of guarantee of independence, autonomy and folklore are relatively weak, and its governance function is far from that of the developed countries or regions in the world's cultural industry. In order to better promote the function of cultural trade association, it is necessary to create good law, system and mechanism conditions, perfect the regulations of cultural trade association, deepen the reform of cultural system, and promote the transformation of government functions. Perfecting the relevant mechanism of cultural trade association, such as internal governance structure and mechanism, negotiation mechanism, talent training mechanism, fund management mechanism and so on.
