【摘要】：在我國住房體制改革初期，全國主要城市建立了以經(jīng)濟適用房為主的住房供應(yīng)系統(tǒng)，解決了大量城鎮(zhèn)低收入居民的住房困難問題。但隨著我國經(jīng)濟進入轉(zhuǎn)型期，經(jīng)濟適用房政策陷入困境，出現(xiàn)了補貼對象失控、分配不公、布局郊區(qū)化等問題，經(jīng)濟適用房政策面臨巨大質(zhì)疑。這一時期學(xué)界的主要研究方向是向美國、英國、德國等老牌資本主義國家學(xué)習借鑒，通過對比研究發(fā)達國家的住房保障制度，提出完善我國經(jīng)濟適用房政策的對策。而本文所選取的比較對象為馬來西亞低成本房屋政策，與以上各國相比，馬來西亞在地理位置、國情、族群構(gòu)成上與我國更具有可比性，其低成本房屋在1997年被聯(lián)合國住宅大會評為為低收入者提供住房的最佳模式，對我國經(jīng)濟適用房政策的學(xué)習借鑒意義更大。 本文主要采用比較研究方法，從補貼對象、補貼方式、房屋來源、資金來源、建設(shè)布局、申請流程、分配方式、流轉(zhuǎn)退出和后期管理共九個方面，，對中馬住房政策進行比較分析，并從中馬兩國的對比中發(fā)現(xiàn)我國經(jīng)濟適用房政策中的主要問題，最后嘗試性地提出一些發(fā)展完善的建議。
[Abstract]:In the early stage of housing system reform in China, a housing supply system with comfortable housing as the main component was established in major cities of China, which solved the housing difficulties of a large number of low-income residents in cities and towns. However, as China's economy entered the transition period, Comfortable housing's policy has fallen into a dilemma, resulting in problems such as out of control subsidies, unfair distribution, suburbanization, and so on, which has caused a great deal of questioning. During this period, the main research direction of academic circles was to the United States, Britain, and so on. Germany and other established capitalist countries learn from the study, through the comparative study of housing security systems in developed countries, put forward the improvement of China's comfortable housing policy, and the comparative object of this article is Malaysia's low-cost housing policy. Compared with the above countries, Malaysia is more comparable in terms of its geographical location, national conditions and ethnic composition. In 1997, its low-cost houses were rated by the United Nations Housing Assembly as the best model for housing for low-income people. The study and reference to comfortable housing's policy is of greater significance. This paper mainly adopts the comparative research method, from the subsidy object, the subsidy way, the housing source, the fund source, the construction layout, the application process, the distribution way, the circulation exiting and the later management altogether nine aspects, This paper makes a comparative analysis of the housing policies of China and Malaysia, and finds out the main problems in comfortable housing's policy from the comparison between China and Malaysia. Finally, it tries to put forward some suggestions for the improvement of development.
