【摘要】:小企業(yè)在我國經(jīng)濟發(fā)展中的作用和地位越來越重要,它們有力的促進了我國的經(jīng)濟增長與發(fā)展創(chuàng)新。然而一直以來,各金融機構(gòu)的服務(wù)對象首選均為大中型企業(yè)。雖然近年來各商業(yè)銀行在外部競爭壓力和內(nèi)部利潤驅(qū)使之下,紛紛加大對小企業(yè)業(yè)務(wù)的介入力度,并將其視為利潤轉(zhuǎn)型的契機。然而居高不下的小企業(yè)貸款風(fēng)險問題制約了這部分業(yè)務(wù)的發(fā)展,因此如何全面有效的控制風(fēng)險也越來越受到各界的重視,如何對小企業(yè)信貸業(yè)務(wù)風(fēng)險進行科學(xué)、高效的管控成為各商業(yè)銀行進一步深入發(fā)展小企業(yè)信貸業(yè)務(wù)的必然面臨的問題。針對這些問題,哈爾濱銀行目前實施的小企業(yè)貸款風(fēng)險管控策略無論從理論定位還是具體實施階段的做法都具有一定的參考意義。該行立足本土,輻射全國的經(jīng)營策略及“從小做起,實現(xiàn)做大做強”的業(yè)務(wù)模式,不僅對于目前經(jīng)濟環(huán)境下如何更好的服務(wù)小微企業(yè),如何更大力度的支持這部分國民經(jīng)濟的重要組成成員做出了突出貢獻,同時對于金融機構(gòu)如何在傳統(tǒng)大中客戶的爭奪戰(zhàn)中脫身而出,用高利潤覆蓋高風(fēng)險,以及如何把控住這些風(fēng)險,確保自身資金的安全具有積極有效的意義。 本文在介紹相關(guān)國內(nèi)外相關(guān)背景因素的基礎(chǔ)上,主要從哈爾濱銀行小企業(yè)貸款業(yè)務(wù)模式出發(fā),,針對該地區(qū)業(yè)務(wù)發(fā)展過程中逐步解決的及尚未解決的問題的分析,介紹了哈爾濱銀行小企業(yè)貸款領(lǐng)域的經(jīng)營情況,并歸納總結(jié)了目前業(yè)務(wù)的優(yōu)勢和不足,主要分析了如何制定和實施適應(yīng)小企業(yè)特點的市場營銷策略,如何建立健全完善的產(chǎn)品體系,如何運用靈活的貸前調(diào)查技術(shù)、如何運用高效的審查審批機制,以及如何建立合理的審批權(quán)限并優(yōu)化審批流程,如何發(fā)揮貸后跟蹤監(jiān)督力度,如何統(tǒng)籌人員團隊建設(shè)等。
[Abstract]:Small enterprises play more and more important role in the economic development of our country. They can promote the economic growth and development of our country. However, it has been all along. In recent years, commercial banks, driven by external competition and internal profits, have increased their involvement in small business. However, the problem of high loan risk of small enterprises restricts the development of this part of the business, so how to effectively control the risk has been paid more and more attention by all walks of life. How to carry on the science to the small enterprise credit business risk, the efficient control becomes each commercial bank to further develop the small enterprise credit business the inevitable question. Harbin Bank's current implementation of small enterprise loan risk control strategy, whether from the theoretical positioning or the specific implementation stage of the practice has a certain reference significance, the bank is based on the local. Radiation of the national business strategy and "from small start, achieve bigger and stronger" business model, not only for the current economic environment how to better serve small and micro enterprises. How to support the important members of this part of the national economy has made outstanding contributions, at the same time for the financial institutions in the traditional battle for large and medium customers out of the battle, with high profits cover high risk. And how to control these risks to ensure the safety of their own funds has a positive and effective significance. On the basis of introducing the relevant background factors at home and abroad, this paper mainly starts from the loan business model of Harbin Bank. Based on the analysis of the problems that have been gradually solved and unsolved in the process of business development in this area, this paper introduces the operation situation of Harbin Bank in the field of small enterprise loans, and summarizes the advantages and disadvantages of the present business. This paper mainly analyzes how to formulate and implement marketing strategies adapted to the characteristics of small enterprises, how to establish a sound product system, how to use flexible pre-loan investigation technology, and how to use an efficient examination and approval mechanism. And how to establish a reasonable approval authority and optimize the approval process, how to give full play to the post-loan tracking and supervision, how to co-ordinate the construction of the personnel team, etc.
