【摘要】:金融服務(wù)外包是外包產(chǎn)業(yè)的重要組成部分,近年來,隨著我國銀行業(yè)、保險業(yè)等金融主體業(yè)務(wù)的不斷變化,服務(wù)外包領(lǐng)域不斷開放且迅猛發(fā)展。20世紀90年代,我國銀行業(yè)開始涉足外包,從早期的IT系統(tǒng)外包,逐漸延伸至信用卡外包、ATM外包、人力資源外包,直至最近的貸款外包。外包已成為提高效率、改善企業(yè)流程,優(yōu)化企業(yè)結(jié)構(gòu)的的必然選擇。 一直以來,中小企業(yè)都存在融資難、貸款難的現(xiàn)象,從商業(yè)銀行角度分析,主要是由于商業(yè)銀行對中小企業(yè)提供貸款服務(wù)的成本高,風(fēng)險大,為解決這種困境,只有通過對銀行貸款業(yè)務(wù)流程的優(yōu)化來改變。目前,最主要的解決方法就是外包。通過外包,不僅可以利用服務(wù)供應(yīng)商的優(yōu)勢彌補銀行自身內(nèi)部資源不足,降低經(jīng)營成本,還可以更好地控制銀行風(fēng)險,提升服務(wù)水平,,并且通過對貸款業(yè)務(wù)流程的重新設(shè)計獲得更高的商業(yè)價值。商業(yè)銀行將中小企業(yè)貸款外包成為適合銀行持續(xù)發(fā)展的新思路,不僅積極響應(yīng)了國家扶持中小企業(yè)的政策,幫助中小企業(yè)持續(xù)健康發(fā)展,也為商業(yè)銀行另覓出新的發(fā)展道路,可謂是一舉數(shù)得。 本文通過理論論述和定性分析,對當(dāng)前新型的商業(yè)銀行中小企業(yè)貸款外包展開研究。首先對商業(yè)銀行中小企業(yè)貸款外包的產(chǎn)生背景,研究目的和意義作了介紹;其次對商業(yè)銀行中小企業(yè)貸款外包的概念、特點、發(fā)展動因及發(fā)展現(xiàn)狀進行闡述;再次從價值鏈理論的角度出發(fā),對商業(yè)銀行中小企業(yè)貸款流程分析,并依據(jù)核心競爭力理論和交易費用理論,對中小企業(yè)貸款外包環(huán)節(jié)進行分析,并結(jié)合已有商業(yè)銀行與第三方機構(gòu)的具體實踐合作進行了分類探討;最后對商業(yè)銀行中小企業(yè)貸款外包的風(fēng)險和防范提出建議。 由于當(dāng)前國內(nèi)關(guān)于貸款外包的文獻資料較少,商業(yè)銀行中小企業(yè)貸款外包也屬于新興金融創(chuàng)新,具體實踐也剛剛興起,因此,本文的研究角度比較新穎,對于已經(jīng)展開或即將展開的貸款外包銀行有一定的參考性,增強了實用性。
[Abstract]:Financial service outsourcing is an important part of outsourcing industry. In recent years, with the banking, insurance and other financial main business changes. In 90s, China's banking industry began to set foot in outsourcing, from the early IT system outsourcing to credit card outsourcing and ATM outsourcing. Outsourcing of human resources, until recently, has become an inevitable choice for improving efficiency, improving enterprise flow and optimizing enterprise structure. From the perspective of commercial banks, it is mainly due to the high cost and high risk of commercial banks to provide loan services to SMEs. In order to solve this dilemma, only through the optimization of the bank loan business process to change. At present, the most important solution is outsourcing. Not only can we make use of the advantages of service providers to make up for the lack of internal resources of banks, reduce operating costs, but also better control the risks of banks, improve the level of services. And through the re-design of the loan business process to obtain higher commercial value. Commercial banks will be suitable for small and medium-sized enterprises to outsource loans for the sustainable development of the new thinking. It not only responds positively to the government's policy of supporting small and medium-sized enterprises, helps them to develop healthily and sustainably, but also finds a new way for commercial banks to develop. Through theoretical discussion and qualitative analysis, this paper studies the new type of SME loan outsourcing in commercial banks. Firstly, the background of SME loan outsourcing in commercial banks is introduced. The purpose and significance of the research are introduced. Secondly, the concept, characteristics, development motivation and current situation of loan outsourcing for small and medium-sized enterprises in commercial banks are expounded. Thirdly, from the perspective of value chain theory, this paper analyzes the SME loan process of commercial banks, and analyzes the SME loan outsourcing process based on the core competitiveness theory and transaction cost theory. Combined with the practical cooperation between commercial banks and third party institutions, the paper discusses the classification of the existing commercial banks. Finally, the paper puts forward some suggestions on the risk and prevention of loan outsourcing of small and medium-sized enterprises in commercial banks. Due to the lack of domestic literature on loan outsourcing, commercial banks SMEs loan outsourcing is also a new financial innovation, the specific practice has just arisen, therefore, the research angle of this paper is relatively novel. It has a certain reference for the loan outsourcing banks that have been launched or are about to be launched, and enhances the practicability.
