【摘要】：我國(guó)受世界著名兩大地震帶——環(huán)太平洋地震帶與歐亞地震帶的影響,地震發(fā)生頻繁,其不僅會(huì)威脅社會(huì)公眾的生命、財(cái)產(chǎn)安全,也會(huì)造成社會(huì)恐慌,嚴(yán)重影響經(jīng)濟(jì)發(fā)展,甚至擾亂整個(gè)社會(huì)系統(tǒng)的正常運(yùn)行。在我國(guó)綜合實(shí)力飛速發(fā)展的情形下,多來(lái)源、多樣化的地震捐贈(zèng)款物越來(lái)越多。地震救災(zāi)款物的籌集、接收、分配、撥付和管理使用等環(huán)節(jié)的運(yùn)行狀況和利用效率如何,災(zāi)后恢復(fù)重建的工作的落實(shí)與進(jìn)程是否合法、合理、有效,則需要國(guó)家審計(jì)機(jī)關(guān)充分發(fā)揮跟蹤審計(jì)在救災(zāi)款物和災(zāi)后恢復(fù)重建的監(jiān)督作用,積極采取各項(xiàng)有效措施應(yīng)對(duì),確保地震災(zāi)區(qū)和災(zāi)民真正實(shí)切地受到援助,使社會(huì)受到的損失降到最低。本文在國(guó)內(nèi)外研究成果的基礎(chǔ)上,對(duì)地震救災(zāi)款物與災(zāi)后恢復(fù)重建跟蹤審計(jì)進(jìn)行了研究。首先闡釋了受托經(jīng)濟(jì)責(zé)任論、信息不對(duì)稱論、國(guó)家審計(jì)“免疫系統(tǒng)”論等相關(guān)理論基礎(chǔ),對(duì)跟蹤審計(jì)及地震救災(zāi)款物與災(zāi)后恢復(fù)重建跟蹤審計(jì)的含義及特點(diǎn)進(jìn)行了概述,接著闡述了地震救災(zāi)款物與災(zāi)后恢復(fù)重建跟蹤審計(jì)的組織與實(shí)施,包括其必要性、審計(jì)對(duì)象、審計(jì)目標(biāo)、審計(jì)內(nèi)容、實(shí)施困難及審計(jì)結(jié)果公告;其次,運(yùn)用描述性統(tǒng)計(jì)的方法分析近年來(lái)四次地震的救災(zāi)款物跟蹤審計(jì)與災(zāi)后恢復(fù)重建跟蹤審計(jì)的情況,闡述了地震救災(zāi)款物與災(zāi)后恢復(fù)重建跟蹤審計(jì)的現(xiàn)狀;最后以云南彝良地震為例進(jìn)行地震救災(zāi)款物與災(zāi)后恢復(fù)重建跟蹤審計(jì)的深入分析,總結(jié)出健全地震跟蹤審計(jì)相關(guān)法律依據(jù)、不斷整合跟蹤審計(jì)資源、完善審計(jì)監(jiān)督權(quán)的界定等建議。
[Abstract]:Our country is affected by the two famous seismic belts in the world-the Pacific Rim seismic belt and the Eurasian seismic belt. Earthquakes occur frequently, which will not only threaten the lives of the public and the safety of property, but also cause social panic and seriously affect economic development. And even disrupt the normal functioning of the entire social system. With the rapid development of China's comprehensive strength, there are more and more multi-source and diversified earthquake donations. What is the operational status and utilization efficiency of such links as raising, receiving, distributing, allocating and managing the use of funds for earthquake relief, and whether the implementation and process of post-disaster recovery and reconstruction are legal, reasonable and effective, On the other hand, it is necessary for the state audit institutions to give full play to the monitoring role of the audit in tracking disaster relief funds and post-disaster recovery and reconstruction, and to actively take all effective measures to ensure that the earthquake-stricken areas and the victims of the disaster are truly and truly assisted. Minimize the loss to society. Based on the research results at home and abroad, this paper studies the tracking audit of earthquake relief funds and reconstruction. In this paper, the author first explains the related theoretical basis, such as the theory of entrusted economic responsibility, the theory of information asymmetry, the theory of "immune system" of state audit, and summarizes the meaning and characteristics of tracking audit and tracking audit of earthquake relief funds and post-disaster recovery and reconstruction. Then, the organization and implementation of tracking audit of earthquake relief funds and post-disaster recovery and reconstruction are described, including its necessity, audit object, audit objectives, audit contents, implementation difficulties and announcement of audit results. By using descriptive statistical method, this paper analyzes the situation of tracing audit of disaster relief funds and reconstruction in four earthquakes in recent years, and expounds the current situation of tracing audit of earthquake relief funds and reconstruction after disaster. Finally, taking the Yiliang earthquake in Yunnan as an example, this paper makes an in-depth analysis of the tracking audit of earthquake relief funds and post-disaster recovery and reconstruction, summarizes the relevant legal basis for the sound seismic tracking audit, and continuously integrates the tracking audit resources. Improve the definition of audit supervision power and other suggestions.
