【摘要】： 政府對(duì)國(guó)際金融組織貸款項(xiàng)目進(jìn)行績(jī)效審計(jì)既是政府對(duì)審計(jì)機(jī)關(guān)的內(nèi)在要求，也是國(guó)際金融組織對(duì)貸款對(duì)象的貸款要求之一�？�(jī)效審計(jì)從20世紀(jì)40年代產(chǎn)生到目前為止，在西方發(fā)達(dá)國(guó)家的審計(jì)地位中已占據(jù)越來越重要的位置。從績(jī)效審計(jì)的國(guó)際實(shí)踐看，績(jī)效審計(jì)是一種對(duì)政府利用公共資源履行職責(zé)的經(jīng)濟(jì)性、效率性和效果性進(jìn)行評(píng)價(jià)的審計(jì)。政府績(jī)效審計(jì)對(duì)我國(guó)來說是一個(gè)全新概念，是20世紀(jì)80年代隨著中華人民共和國(guó)審計(jì)署的誕生而進(jìn)入中國(guó)，目前仍處在初級(jí)階段，在審計(jì)理論、審計(jì)實(shí)務(wù)等方面都不夠完善，因此對(duì)績(jī)效審計(jì)的相關(guān)理論、方法及其實(shí)踐運(yùn)用進(jìn)行研究都十分必要。 本文從績(jī)效審計(jì)的定義、產(chǎn)生背景、內(nèi)容到程序和方法，闡述了我國(guó)國(guó)際金融組織貸款項(xiàng)目績(jī)效審計(jì)的理論基礎(chǔ)。在全面總結(jié)了績(jī)效審計(jì)的內(nèi)容、程序及方法的基礎(chǔ)上，借鑒西方國(guó)家績(jī)效審計(jì)的理論及方法，結(jié)合工作實(shí)踐，對(duì)我國(guó)國(guó)際金融組織貸款項(xiàng)目開展績(jī)效審計(jì)的發(fā)展方向進(jìn)行初步探索。 在案例分析部分，，本文選擇了上海政府運(yùn)用世界銀行和亞洲開發(fā)銀行貸款的水處理項(xiàng)目來進(jìn)行分析，反映了我國(guó)政府審計(jì)機(jī)關(guān)對(duì)國(guó)際金融組織貸款項(xiàng)目開展績(jī)效審計(jì)的現(xiàn)實(shí)情況，從中發(fā)現(xiàn)問題，引發(fā)思考，尋找對(duì)策，探索發(fā)展之路。
[Abstract]:Performance audit is a brand - new concept to the government ' s economic , efficiency and effectiveness . The performance audit is a brand - new concept to the government ' s economic , efficiency and effectiveness .





Based on the definition , background , content , procedure and method of performance audit , this paper expounds the theoretical basis of the performance audit of international financial organizations loan project in China . On the basis of summarizing the contents , procedures and methods of performance audit , this paper makes a preliminary exploration on the development direction of the performance audit of China ' s international financial organizations loan project based on the theory and method of performance auditing in western countries .





In the case analysis part , this paper chooses Shanghai government to use the water treatment project of World Bank and Asian Development Bank loan to carry on the analysis , reflects the reality of the performance audit of the international financial organization loan project by the government audit organ of our country , finds out the problem , causes the thinking , looks for the countermeasure , explores the road of development .
