【摘要】： 以胡錦濤同志為總書記的黨中央洞察國際局勢的深刻變化,針對我國改革發(fā)展正處于關(guān)鍵時(shí)期、社會(huì)利益關(guān)系多元、新情況新問題層出不窮的復(fù)雜局面,將科學(xué)發(fā)展觀作為構(gòu)建社會(huì)主義和諧社會(huì)的指導(dǎo)思想,這就意味著在處理社會(huì)各項(xiàng)問題時(shí)必須要堅(jiān)持以人為本、全面協(xié)調(diào)的可持續(xù)的科學(xué)發(fā)展觀念。 在日益走向現(xiàn)代化的今天的中國,隨著政府資源的擴(kuò)大、職權(quán)的擴(kuò)張和公民意識(shí)的覺醒,人們越來越需要對政府行為的經(jīng)濟(jì)性、效率性和成果性做出評價(jià),即施行政府績效審計(jì)。但目前我國尚沒有一套完善的政府績效審計(jì)體系,這嚴(yán)重制約了政府績效審計(jì)的深入開展。因此,建立一整基于科學(xué)發(fā)展觀的完善的政府績效審計(jì)體系成為重要課題。 筆者通過深入解析科學(xué)發(fā)展觀,縱橫政府績效審計(jì)的發(fā)展和現(xiàn)代各國績效審計(jì)的情況,在文中引入實(shí)證分析的方法,就如何在科學(xué)發(fā)展觀基礎(chǔ)上建立完善一整套政府績效審計(jì)提出了自己的觀點(diǎn)。在文章的開頭深入解析科學(xué)發(fā)展觀、政府績效審計(jì)等基礎(chǔ)性概念,第三章著重探討了國內(nèi)外政府績效審計(jì)的現(xiàn)狀,并引入企業(yè)或觀念上的突破,比如綠色GDP和時(shí)間有價(jià)證券等。 在第四章中,作為文章的重點(diǎn),對完善政府績效審計(jì)模式進(jìn)行了探究,在科學(xué)發(fā)展觀的基礎(chǔ)上,分析了模式建立的必要性、原則,試探了建立模式的基本框架和保障要素。通過實(shí)證總結(jié),提出政府績效審計(jì)應(yīng)在科學(xué)發(fā)展觀的基礎(chǔ)上,堅(jiān)持多元、獨(dú)立的政府績效審計(jì)的主體地位,審計(jì)范圍兼顧收益性投資和非收益性投資兩部分,標(biāo)準(zhǔn)明確、方法多樣。并完善了政府績效審計(jì)的程序,包括計(jì)劃階段、執(zhí)行階段和報(bào)告階段,詳細(xì)分析各階段應(yīng)完成的內(nèi)容。 最后,筆者綜合了現(xiàn)實(shí)中發(fā)生的一些事例放到一個(gè)政府中,并把這個(gè)城市命名為實(shí)際應(yīng)該存在的烏托邦即實(shí)托邦,用科學(xué)發(fā)展的現(xiàn)代化觀念來處理這個(gè)城市所發(fā)生的業(yè)務(wù),對未來做出一些預(yù)測和憧憬。
[Abstract]:The CPC Central Committee, with Comrade Hu Jintao as its general secretary, has insight into the profound changes in the international situation. In view of the complex situation in which China's reform and development is in a crucial period, social interests are diverse, new situations and new problems emerge in endlessly, Taking the scientific development view as the guiding ideology of building a harmonious socialist society means that we must adhere to the concept of sustainable scientific development which is people-oriented and comprehensive and coordinated when dealing with various social problems. In today's modern China, with the expansion of government resources, the expansion of power and the awakening of civic consciousness, people need to evaluate the economy, efficiency and achievement of government behavior more and more. That is, the implementation of government performance audit. However, there is no perfect government performance audit system in our country, which seriously restricts the development of government performance audit. Therefore, it is an important task to establish a perfect government performance audit system based on the scientific development view. By analyzing the development of scientific development concept, the development of horizontal and vertical government performance audit and the performance audit of modern countries, the author introduces the method of empirical analysis in this paper. The author puts forward his own views on how to establish and perfect a set of government performance audit on the basis of scientific development view. At the beginning of the article, the author deeply analyzes the basic concepts of scientific development view, government performance audit and so on. The third chapter mainly discusses the current situation of government performance audit at home and abroad, and introduces the breakthrough of enterprises or concepts, such as green GDP and time negotiable securities. In the fourth chapter, as the focus of the article, the author probes into the perfection of the government performance audit model, analyzes the necessity and principle of the establishment of the model on the basis of the scientific concept of development, and probes into the basic framework and guarantee elements of the establishment of the model. Based on the scientific concept of development, this paper puts forward that the government performance audit should be based on the scientific concept of development, adhere to the main position of pluralistic and independent government performance audit, and give consideration to the two parts of income investment and non-income investment, and the standard is clear. There are many methods. The procedure of government performance audit is improved, including planning stage, execution stage and report stage, and the contents that should be completed in each stage are analyzed in detail. Finally, the author synthesizes some examples that have taken place in reality and put them in a government, and named the city as the utopia that should actually exist, and used the modern concept of scientific development to deal with the business that happened in this city. Make some predictions and hopes for the future.
