【摘要】：發(fā)展循環(huán)經(jīng)濟(jì)是我國的一項(xiàng)重大戰(zhàn)略決策，是落實(shí)黨的十八大推進(jìn)生態(tài)文明建設(shè)戰(zhàn)略部署的重大舉措，是加快經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)型，恢復(fù)綠色生態(tài)系統(tǒng)，建設(shè)環(huán)境友好、資源節(jié)約型社會，實(shí)現(xiàn)可持續(xù)發(fā)展的必然選擇。企業(yè)是國民經(jīng)濟(jì)的基礎(chǔ)，循環(huán)經(jīng)濟(jì)在企業(yè)的推行發(fā)展是整個循環(huán)經(jīng)濟(jì)發(fā)展的重心。 化工行業(yè)是我國國民經(jīng)濟(jì)發(fā)展的基礎(chǔ)支柱行業(yè)之一，其生產(chǎn)總值的每一點(diǎn)增長都損害了我國的生態(tài)資本。長期以來對環(huán)境造成了嚴(yán)重的破壞和污染，對自然資源的消耗和浪費(fèi)也日益加劇，嚴(yán)重制約了我國經(jīng)濟(jì)和環(huán)境的可持續(xù)發(fā)展。本文在分析國內(nèi)外理論研究和發(fā)展實(shí)踐的基礎(chǔ)上，根據(jù)化工行業(yè)典型的化工生產(chǎn)高能耗、高排放、易燃易爆、高溫高壓、有毒有害的特點(diǎn)，選擇了萬華集團(tuán)的循環(huán)經(jīng)濟(jì)作為研究對象，對萬華集團(tuán)2005-2013年循環(huán)經(jīng)濟(jì)的發(fā)展水平做出評價(jià)。通過分析我國循環(huán)經(jīng)濟(jì)發(fā)展的現(xiàn)狀及未來趨勢，結(jié)合國外發(fā)展循環(huán)經(jīng)濟(jì)的成功經(jīng)驗(yàn)，以優(yōu)化資源利用方式為核心，以提高資源利用率、降低廢棄物排放為目標(biāo)，節(jié)約原材料消耗，優(yōu)化調(diào)整產(chǎn)業(yè)結(jié)構(gòu)，開發(fā)新工藝、新材料、新產(chǎn)品。在此基礎(chǔ)上，，從生產(chǎn)模式和技術(shù)模式兩方面構(gòu)建萬華集團(tuán)循環(huán)經(jīng)濟(jì)發(fā)展模式。根據(jù)循環(huán)經(jīng)濟(jì)的“減量化、再利用、資源化”原則，從資源產(chǎn)出、資源消耗、資源循環(huán)利用和廢棄物排放四個方面建立一套科學(xué)合理的循環(huán)經(jīng)濟(jì)評價(jià)指標(biāo)體系，并結(jié)合層次分析法和熵值法確定各指標(biāo)權(quán)重，最后利用灰色關(guān)聯(lián)分析法對萬華集團(tuán)2005-2013年循環(huán)經(jīng)濟(jì)的發(fā)展水平做出動態(tài)評價(jià)，為萬華集團(tuán)發(fā)展循環(huán)經(jīng)濟(jì)提供方向性參考和對策建議。
[Abstract]:The development of the circular economy is a major strategic decision of our country, and it is a major measure to implement the strategic deployment of the 18th National Congress of the Communist Party of China to promote the construction of the ecological civilization, to accelerate the transformation of the economic development mode, to restore the green ecological system, to build an environment-friendly and resource-saving society, The inevitable choice to realize the sustainable development. The enterprise is the foundation of the national economy, and the development of the circular economy in the enterprise is the center of the whole cycle economic development. The chemical industry is one of the basic industries in the development of our national economy, and every increase in its gross domestic product has hurt the ecological capital of our country For a long time, serious damage and pollution to the environment have been caused, the consumption and the waste of natural resources are also increasing, and the sustainable development of the economy and the environment in China is seriously restricted. Based on the analysis of the domestic and foreign theoretical research and development practice, the circular economy of Wanhua Group is selected as the research and study according to the characteristics of high energy consumption, high emission, inflammable and explosive, high temperature and high pressure and toxic and harmful effects in the typical chemical industry in the chemical industry. An evaluation of the development level of the circular economy of Wanhua Group in 2005-2013 Based on the analysis of the present situation and future trend of China's circular economy, combined with the successful experience of the overseas development cycle economy, to optimize the resource utilization mode as the core, to improve the resource utilization rate, reduce the waste discharge as the target, save the raw material consumption, and optimize the adjustment of the industrial junction Structure, develop new process, new material, new production On the basis of this, we build the circular economy development model of Wanhua Group from two aspects of production mode and technology model According to the "reduction, reuse and resource utilization" principle of the circular economy, a scientific and reasonable index system of circular economic evaluation is set up from four aspects of resource output, resource consumption, resource recycling and waste discharge, and the right of each index is determined by the combination of the analytic hierarchy process and the entropy method. In this paper, the author makes a dynamic evaluation of the development level of the circular economy of Wanhua Group in 2005-2013 by using the gray correlation analysis method, and provides the directional reference and countermeasures for the development of the Wanhua Group.
