【摘要】：改革開(kāi)放以來(lái)，中國(guó)大陸成為臺(tái)灣最大的貿(mào)易伙伴。隨著世界經(jīng)濟(jì)環(huán)境的變化，閩臺(tái)之間的貿(mào)易發(fā)展勢(shì)頭越來(lái)越迅猛，交流合作更加密切。在此背景下，為更好地促進(jìn)臺(tái)商企業(yè)及海峽西岸地區(qū)的發(fā)展，順應(yīng)時(shí)代潮流，讓臺(tái)資在大陸能得到更好地發(fā)展而設(shè)立臺(tái)商投資區(qū)項(xiàng)目。從項(xiàng)目發(fā)展的內(nèi)涵特征和功能定位上，臺(tái)商投資區(qū)的建設(shè)符合當(dāng)前中國(guó)經(jīng)濟(jì)的現(xiàn)實(shí)，是陸臺(tái)共贏的一個(gè)示范。 本文主要以文獻(xiàn)研究法、調(diào)查法和實(shí)例分析法對(duì)泉州臺(tái)商投資區(qū)項(xiàng)目進(jìn)行研究，歸納臺(tái)商投資區(qū)項(xiàng)目發(fā)展的可行性，基于實(shí)例分析，明確臺(tái)商投資區(qū)在新形勢(shì)下的發(fā)展方向。文章的研究從以下幾方面進(jìn)行，首先研究項(xiàng)目發(fā)展規(guī)劃的相應(yīng)理論背景，其次以此為基礎(chǔ)分析成立臺(tái)商投資區(qū)項(xiàng)目的發(fā)展條件與總體規(guī)劃，研究臺(tái)商投資區(qū)項(xiàng)目的實(shí)施方案存在的問(wèn)題與建議，最后對(duì)泉州臺(tái)商投資區(qū)項(xiàng)目提出相應(yīng)保障措施，總結(jié)研究結(jié)論與展望。 泉州臺(tái)商投資區(qū)項(xiàng)目發(fā)展有獨(dú)特的機(jī)遇。泉州與臺(tái)灣有深厚的歷史淵源，加上地區(qū)的產(chǎn)業(yè)容量大、相關(guān)類型工業(yè)基礎(chǔ)扎實(shí)，為臺(tái)商投資區(qū)項(xiàng)目的設(shè)立積累了豐富的優(yōu)勢(shì)。具體來(lái)說(shuō)，泉州臺(tái)商投資區(qū)的成立有地域優(yōu)勢(shì)、環(huán)境優(yōu)勢(shì)、交通網(wǎng)絡(luò)優(yōu)勢(shì)，還有對(duì)臺(tái)的特殊管理制度權(quán)限和系統(tǒng)，是能在財(cái)政、金融、項(xiàng)目、土地上享受特殊試點(diǎn)政策的地區(qū)。除此以外，泉州臺(tái)商投資區(qū)項(xiàng)目發(fā)展還有足量的促進(jìn)投資區(qū)經(jīng)濟(jì)發(fā)展的人才儲(chǔ)備。綜合以上有利因素，泉州臺(tái)商投資區(qū)發(fā)展表現(xiàn)得很有活力。 臺(tái)商投資區(qū)承載著建設(shè)成為先行先試示范區(qū)的歷史使命，發(fā)展中的泉州臺(tái)商投資區(qū)也存在著一些問(wèn)題，如類型產(chǎn)業(yè)特色不突出、土地的集約利用程度不夠、附近港區(qū)開(kāi)發(fā)建設(shè)發(fā)展相對(duì)滯后等。泉州臺(tái)商投資區(qū)項(xiàng)目在發(fā)展中積極地應(yīng)對(duì)這些困難與挑戰(zhàn)，，按城市總體發(fā)展目標(biāo)規(guī)劃對(duì)泉州臺(tái)商投資區(qū)進(jìn)行新的定位，不但要注重地區(qū)經(jīng)濟(jì)水平的發(fā)展，也要關(guān)注環(huán)境資源的保護(hù)，這樣才能充分發(fā)揮泉州臺(tái)商投資區(qū)的引擎、服務(wù)、門戶和帶頭作用，打造臺(tái)資企業(yè)發(fā)展服務(wù)平臺(tái)、放寬市場(chǎng)準(zhǔn)入政策，積極扶持，以更開(kāi)放的態(tài)度實(shí)踐發(fā)展。
[Abstract]:Since the reform and opening up, mainland China has become Taiwan's largest trading partner. With the change of world economic environment, the trade between Fujian and Taiwan is developing more and more rapidly, and the exchanges and cooperation are closer. In this context, in order to better promote the development of Taiwanese enterprises and the west coast of the Taiwan Strait, conform to the trend of the times, so that Taiwan capital can be better developed in the mainland, the establishment of a Taiwan investment zone project. From the connotation characteristics and functional orientation of the project development, the construction of Taiwan investment zone accords with the reality of China's economy at present, and is a win-win demonstration of land and Taiwan. This paper mainly studies the project of Quanzhou Taiwan investment area by means of literature research, investigation and case analysis, sums up the feasibility of the development of Taiwan investment area project, and clarifies the development direction of Taiwan investment area under the new situation based on the case analysis. The research of this paper is carried out from the following aspects. First, it studies the corresponding theoretical background of the project development planning, and then analyzes the development conditions and overall planning of the establishment of the Taiwan investment zone project on the basis of this. This paper studies the problems and suggestions existing in the implementation scheme of the Taiwan investment area project, and finally puts forward the corresponding safeguard measures for the Quanzhou Taiwan investment area project, and summarizes the research conclusions and prospects. Quanzhou Taiwan Investment Zone project development has a unique opportunity. Quanzhou has a profound historical origin with Taiwan, coupled with the large industrial capacity of the region and a solid industrial foundation of related types, which has accumulated rich advantages for the establishment of Taiwan investment zone projects. Specifically, the establishment of Quanzhou Taiwan Investment Zone has regional advantages, environmental advantages, transportation network advantages, as well as special management system authority and system to Taiwan, which can enjoy special pilot policies in finance, projects and land. In addition, Quanzhou Taiwan Investment Zone project development also has enough talent reserves to promote the economic development of the investment area. Combined with the above favorable factors, Quanzhou Taiwan investment zone development is very dynamic. The investment zone of Taiwan businessmen carries the historical mission of building a pilot demonstration zone, and there are also some problems in the developing Quanzhou Taiwan investment area, such as the characteristics of type industries are not prominent, and the degree of intensive use of land is not enough. The development and construction of the nearby port area lags behind and so on. Quanzhou Taiwan Business Investment Zone project actively responds to these difficulties and challenges in the development of Quanzhou Taiwan Business Investment Zone. According to the overall development goal of the city, it is necessary to carry out a new positioning of Quanzhou Taiwan Business Investment Zone, and not only pay attention to the development of the regional economic level. We should also pay attention to the protection of environmental resources. Only in this way can we give full play to the engine, service, portal and leading role of Quanzhou Taiwan Business Investment Zone, build a service platform for Taiwan-funded enterprises, relax market access policies, and actively support. Practice development in a more open manner.
