考慮科技創(chuàng)新投入產(chǎn)出時(shí)滯影響的國(guó)家創(chuàng)新能力非線性測(cè)評(píng)

【摘要】:針對(duì)現(xiàn)有國(guó)家創(chuàng)新能力評(píng)價(jià)方法存在的問題提出科技創(chuàng)新投入產(chǎn)出時(shí)滯影響的國(guó)家創(chuàng)新能力非線性測(cè)評(píng)方法?茖W(xué)選取評(píng)價(jià)指標(biāo),構(gòu)建基于時(shí)滯影響和最小二乘支持向量機(jī)的國(guó)家創(chuàng)新能力測(cè)評(píng)模型,以二十國(guó)集團(tuán)(G20)成員國(guó)為例進(jìn)行實(shí)證研究,通過(guò)將評(píng)價(jià)結(jié)果與相關(guān)研究報(bào)告的評(píng)價(jià)結(jié)果進(jìn)行分析對(duì)比,確定方法的準(zhǔn)確性和可行性,最后對(duì)G20成員國(guó)創(chuàng)新能力進(jìn)行評(píng)價(jià)分析。文章提出的測(cè)評(píng)方法有助于真實(shí)準(zhǔn)確地反映國(guó)家創(chuàng)新發(fā)展水平,以幫助決策者制訂和實(shí)施創(chuàng)新戰(zhàn)略。
[Abstract]:Aiming at the problems existing in the existing national innovation capability evaluation methods, a non-linear evaluation method of national innovation capability influenced by the time-delay of input-output of scientific and technological innovation is put forward. Select the evaluation index scientifically, construct the national innovation ability evaluation model based on the time delay influence and least squares support vector machine, and take the G20 member countries as an example to carry on the empirical research. The accuracy and feasibility of the method are determined by comparing the evaluation results with the evaluation results of relevant research reports. Finally, the innovation ability of G20 member countries is evaluated and analyzed. The evaluation method proposed in this paper is helpful to reflect the level of national innovation development and to help decision makers to formulate and implement innovation strategies.
