【摘要】：統(tǒng)籌城鄉(xiāng)發(fā)展具有長期性，對于如何走這條路的探索具有多樣性，其最終目標是實現城鄉(xiāng)一體化，這是我國統(tǒng)籌經濟社會協(xié)調發(fā)展的必然之路。城鄉(xiāng)分治的二元經濟社會結構，阻礙了生產要素在城鄉(xiāng)間的雙向合理流動和產業(yè)資源的優(yōu)化配置，造成了城鄉(xiāng)發(fā)展差距拉大。產業(yè)鏈的構建，有利于優(yōu)化產業(yè)結構，整合城鄉(xiāng)的要素資源，打破城鄉(xiāng)之間分割而治、封閉獨立的系統(tǒng)運行局面，有利于從實踐上更好的嘗試解決“三農”問題，解決統(tǒng)籌城鄉(xiāng)發(fā)展的問題，進而實現城鄉(xiāng)一體化。 本文首先對產業(yè)鏈和統(tǒng)籌城鄉(xiāng)等相關概念進行界定，進而梳理了國內外在統(tǒng)籌城鄉(xiāng)發(fā)展和產業(yè)鏈的文獻資料。之后，從定性的角度，闡述了產業(yè)鏈構建與統(tǒng)籌城鄉(xiāng)發(fā)展的理論基礎。從定量的角度，對統(tǒng)籌城鄉(xiāng)發(fā)展和產業(yè)鏈之間的動態(tài)互動關系進行了驗證和分析。分析結果表明，，產業(yè)鏈水平與統(tǒng)籌城鄉(xiāng)發(fā)展構成格蘭杰因果關系，通過產業(yè)鏈在區(qū)域范圍內科學的設計有利于統(tǒng)籌城鄉(xiāng)的發(fā)展。最后，通過對陜南在產業(yè)和統(tǒng)籌城鄉(xiāng)現狀、問題的分析，給出了符合本區(qū)域特色的統(tǒng)籌城鄉(xiāng)路徑和產業(yè)鏈設計。陜南統(tǒng)籌城鄉(xiāng)走以城帶鄉(xiāng)的發(fā)展方式符合現實情況。通過移民搬遷，集中安置，擴大陜南漢中、安康、商洛三市的中心城市影響力和凝聚力，提高統(tǒng)籌城鄉(xiāng)的水平，加快城鎮(zhèn)化的步伐。陜南產業(yè)鏈的合理布局應以產業(yè)核心聚集區(qū)為依托，將所在區(qū)域的產業(yè)活動以點線面的形式科學的串聯起來，集中力量發(fā)展優(yōu)勢產業(yè)及其產業(yè)鏈鏈條結構。 本文從理論基礎、實證分析和實踐探索三個層面展開研究，主要內容包括七個章節(jié)：前兩章主要為理論研究：第一章主要介紹了進行產業(yè)鏈構建與統(tǒng)籌城鄉(xiāng)發(fā)展的研究背景、目的、意義和研究思路及方法。此外，還針對相關概念進行了界定，并對近年來國內外在此領域中的文獻資料進行了梳理、總結和述評。第二章闡述了產業(yè)鏈構建和統(tǒng)籌城鄉(xiāng)發(fā)展的理論基礎，給出了其科學性依據、分析了城鄉(xiāng)地域和產業(yè)鏈布局、產業(yè)鏈和統(tǒng)籌城鄉(xiāng)之間的相互作用。第三章進入實證研究部分。通過對統(tǒng)籌城鄉(xiāng)和產業(yè)鏈水平值的測定，建立VAR模型，最終給出基于漢中市統(tǒng)計年鑒數據的分析結果。本文的第四、五章是對陜南進行產業(yè)鏈構建促進統(tǒng)籌城鄉(xiāng)發(fā)展的實踐探索。第四章描述了陜南產業(yè)和統(tǒng)籌城鄉(xiāng)的現狀和問題。第五章規(guī)劃了陜南統(tǒng)籌城鄉(xiāng)路徑和產業(yè)鏈設計。本文的第六章給出了相關的對策建議，第七章總結了全文并提出了下一步的研究展望。
[Abstract]:The overall development of urban and rural areas is of a long-term nature, the exploration of how to take this road has diversity, its ultimate goal is to realize the integration of urban and rural areas, which is the inevitable road of coordinated economic and social development in China. The dual economic and social structure of urban and rural areas hinders the rational flow of production factors between urban and rural areas and the optimal allocation of industrial resources, resulting in a widening gap between urban and rural development. The construction of the industrial chain is conducive to optimizing the industrial structure, integrating the essential resources of urban and rural areas, breaking the partition and governance between urban and rural areas, closing the independent system running situation, and making a better attempt to solve the "three rural" problems in practice. Solve the problem of urban and rural development, and then achieve urban and rural integration. Firstly, this paper defines the concepts of industrial chain and urban and rural planning, and then combs the literature of urban and rural development and industrial chain at home and abroad. Then, from the qualitative angle, elaborated the industry chain construction and the overall planning urban and rural development theory foundation. From a quantitative point of view, the dynamic interaction between urban and rural development and industrial chain is verified and analyzed. The results show that Granger causality is formed between the level of industrial chain and the overall development of urban and rural areas, and the scientific design of industrial chain in regional scope is beneficial to the overall development of urban and rural areas. Finally, through the analysis of the present situation and problems in the industry and urban and rural areas in the south of Shaanxi province, the urban and rural planning path and the industrial chain design according to the characteristics of the region are given. Southern Shaanxi coordinated urban and rural development in line with the reality. Through migration, centralized resettlement, expand the influence and cohesion of the three central cities in Hanzhong, Ankang and Shangluo, improve the level of urban and rural planning, accelerate the pace of urbanization. The rational distribution of the industrial chain in the south of Shaanxi should be based on the industrial core gathering area, and the industrial activities in the region should be connected in the form of point line and surface scientifically, so as to concentrate on the development of the superior industry and the chain structure of the industrial chain. In this paper, the theoretical basis, empirical analysis and practical exploration of the three levels of research, the main content includes seven chapters: the first two chapters are mainly theoretical research: the first chapter mainly introduces the industrial chain construction and urban and rural development research background. Objective, significance, research ideas and methods. In addition, the related concepts are defined, and the domestic and foreign literature in this field are summarized, summarized and reviewed in recent years. The second chapter expounds the theoretical basis of constructing and coordinating urban and rural development of industrial chain, gives its scientific basis, analyzes the layout of urban and rural areas and industrial chain, the interaction between industrial chain and urban and rural areas. The third chapter enters the empirical research part. By measuring the level of urban and rural areas and industrial chain, the VAR model is established, and the analysis results based on Hanzhong city statistical yearbook data are given. The fourth and fifth chapters of this paper are the practical exploration of industrial chain construction and urban and rural development in southern Shaanxi. The fourth chapter describes the present situation and problems of industry and urban and rural planning in southern Shaanxi. The fifth chapter plans the overall planning of urban and rural path and industrial chain design in South Shaanxi. The sixth chapter of this paper gives the relevant countermeasures and suggestions, the seventh chapter summarizes the full text and puts forward the next research prospects.
