【摘要】：供給側(cè)改革是化解過剩產(chǎn)能、調(diào)整市場結(jié)構(gòu)、提升供給質(zhì)量、優(yōu)化產(chǎn)業(yè)效率的有效手段,有利于高耗能產(chǎn)業(yè)實(shí)現(xiàn)轉(zhuǎn)型與重構(gòu)。基于對供給側(cè)改革實(shí)施側(cè)重點(diǎn)及作用方式的分析,遵循供給側(cè)改革從制度、結(jié)構(gòu)、產(chǎn)業(yè)、要素四個(gè)層面推進(jìn)的基本判斷,依次識(shí)別高耗能產(chǎn)業(yè)轉(zhuǎn)型與重構(gòu)過程中在制度、結(jié)構(gòu)、產(chǎn)業(yè)、要素等層面面臨的障礙:政府主體責(zé)任缺失、產(chǎn)業(yè)結(jié)構(gòu)單一、能源利用效率低、污染排放嚴(yán)重、技術(shù)創(chuàng)新能力薄弱、創(chuàng)新型人才缺乏等。針對障礙識(shí)別的結(jié)果,應(yīng)從推進(jìn)制度變革、促進(jìn)結(jié)構(gòu)優(yōu)化、加快產(chǎn)業(yè)轉(zhuǎn)型、加速要素升級等方面促進(jìn)高耗能產(chǎn)業(yè)轉(zhuǎn)型與重構(gòu)。
[Abstract]:Supply-side reform is an effective means to resolve excess capacity, adjust market structure, improve supply quality and optimize industrial efficiency, which is conducive to the transformation and reconstruction of energy-consuming industries. Based on the analysis of the emphasis and function mode of the supply-side reform, following the basic judgment of the supply-side reform advancing from four levels: system, structure, industry and elements, the paper identifies the system and structure in the process of transformation and reconstruction of high-energy consuming industry in turn. The obstacles such as the lack of government responsibility, the single industrial structure, the low efficiency of energy use, the serious emission of pollution, the weak ability of technological innovation, the lack of innovative talents and so on. In view of the result of obstacle identification, we should promote the transformation and reconstruction of energy-consuming industries from the aspects of promoting institutional change, promoting structural optimization, speeding up industrial transformation, and speeding up the upgrading of key elements.
