【摘要】：近年來,我國電力企業(yè)大力實(shí)施國際化戰(zhàn)略,積極參與國際標(biāo)準(zhǔn)制定,努力開拓海外市場(chǎng)。目前,我國電力企業(yè)海外資產(chǎn)主要集中在電網(wǎng)、電工電氣等方面,這些海外資產(chǎn)取得了良好的投資收益,凈資產(chǎn)回報(bào)率在兩位數(shù)以上,是國內(nèi)投資回報(bào)的三到五倍,而電網(wǎng)在國外往往作為被監(jiān)管的資產(chǎn),其運(yùn)營、收入、收益等都受到當(dāng)?shù)乇O(jiān)管政策的深遠(yuǎn)影響,因此對(duì)海外不同電力市場(chǎng)的監(jiān)管機(jī)制進(jìn)行研究,具有迫切的現(xiàn)實(shí)意義。本文通過對(duì)海外不同投資市場(chǎng)電力監(jiān)管機(jī)制的系統(tǒng)性研究,深入分析了英國、葡萄牙、澳大利亞、菲律賓、巴西、美國、新西蘭等市場(chǎng)電力監(jiān)管機(jī)制形成的內(nèi)在原因及特點(diǎn),在此基礎(chǔ)上構(gòu)建了海外電力市場(chǎng)監(jiān)管環(huán)境評(píng)價(jià)體系,并運(yùn)用該評(píng)價(jià)體系對(duì)菲律賓、澳大利亞、葡萄牙、巴西、新西蘭和英國的電力市場(chǎng)監(jiān)管環(huán)境進(jìn)行了評(píng)價(jià)。本文還系統(tǒng)性地分析了海外電力市場(chǎng)監(jiān)管變化對(duì)電網(wǎng)投資項(xiàng)目的影響,并據(jù)此提出了針對(duì)不同情況的投資策略。本文的研究成果能夠?yàn)槲覈娏ζ髽I(yè)進(jìn)行海外電力投資決策分析提供理論方法和策略；為開發(fā)重點(diǎn)海外電力市場(chǎng)和海外電力資產(chǎn)運(yùn)營管控提供參考；同時(shí)也為國內(nèi)完善電力監(jiān)管機(jī)制和輸配電價(jià)改革方案提供理論分析方法和海外經(jīng)驗(yàn)。本文主要研究成果如下：(1)梳理海外市場(chǎng)電力監(jiān)管機(jī)制,歸納出各國電力監(jiān)管的共性和個(gè)性；(2)運(yùn)用管制經(jīng)濟(jì)學(xué)和投資經(jīng)濟(jì)學(xué)理論,分析各國電力監(jiān)管機(jī)制的共性和個(gè)性的機(jī)理；(3)研究和分析海外電力市場(chǎng)電力監(jiān)管規(guī)則及相關(guān)政策的發(fā)展動(dòng)向；(4)構(gòu)建海外電力市場(chǎng)監(jiān)管環(huán)境評(píng)價(jià)體系并對(duì)六個(gè)典型國家的電力市場(chǎng)監(jiān)管環(huán)境進(jìn)行評(píng)價(jià)：(5)提出電力監(jiān)管機(jī)制下電網(wǎng)投資項(xiàng)目經(jīng)濟(jì)評(píng)價(jià)理論方法和針對(duì)不同海外市場(chǎng)電網(wǎng)投資策略建議；(6)對(duì)國內(nèi)完善電力監(jiān)管機(jī)制和輸配電價(jià)改革方案提出建議。
[Abstract]:In recent years, China's electric power enterprises vigorously implement international strategy, actively participate in international standards, and strive to open up overseas markets. At present, the overseas assets of Chinese power enterprises are mainly concentrated in the power grid, electrician, electric, etc. These overseas assets have made good investment returns. The return on net assets is more than double digits, which is three to five times the return on domestic investment. The power grid is often regarded as a regulated asset in foreign countries, and its operation, income and income are all influenced by local regulatory policies. Therefore, it is of urgent practical significance to study the regulatory mechanism of different overseas electricity markets. Based on the systematic study of the electricity regulatory mechanism in different overseas investment markets, this paper analyzes the inherent reasons and characteristics of the electricity regulatory mechanism in the UK, Portugal, Australia, Philippines, Brazil, the United States, New Zealand and so on. On this basis, an overseas electricity market regulatory environment assessment system is constructed, and the assessment system is used to evaluate the electricity market regulatory environment in the Philippines, Australia, Portugal, Brazil, New Zealand and the United Kingdom. This paper also systematically analyzes the influence of regulatory changes on power grid investment projects in overseas power markets and puts forward investment strategies for different situations. The research results of this paper can provide theoretical methods and strategies for overseas power investment decision analysis of Chinese electric power enterprises, and provide reference for developing key overseas power markets and overseas power assets management and control. At the same time, it also provides the theoretical analysis method and overseas experience for perfecting the electric power supervision mechanism and the reform scheme of transmission and distribution price. The main research results of this paper are as follows: (1) combing the electricity supervision mechanism of overseas market, generalizing the commonness and individuality of electric power supervision in various countries; (2) using the theories of regulation economics and investment economics, analyzing the generality and individuality mechanism of electric power supervision mechanism in various countries, (3) studying and analyzing the development trend of electric power supervision rules and related policies in overseas power market; (4) to construct an overseas power market regulatory environment evaluation system and evaluate the electricity market regulatory environment in six typical countries: (5) to put forward the theory and method of economic evaluation of power grid investment project under the electric power supervision mechanism. Suggestions on investment strategy of power grid in different overseas markets; (6) some suggestions are put forward to perfect the electric power supervision mechanism and the reform scheme of transmission and distribution price in China.
