中國(guó)內(nèi)涵式經(jīng)濟(jì)發(fā)展戰(zhàn)略研究

【摘要】:改革開(kāi)放以來(lái),中國(guó)實(shí)現(xiàn)了高速的經(jīng)濟(jì)增長(zhǎng)。但是不論是經(jīng)濟(jì)發(fā)展戰(zhàn)略還是發(fā)展方式都表現(xiàn)為高投入、高污染、高能耗為特點(diǎn)的外延式經(jīng)濟(jì)。中國(guó)經(jīng)濟(jì)能否在長(zhǎng)期一段時(shí)間內(nèi)維持健康、穩(wěn)定的增長(zhǎng)就需要設(shè)計(jì)一種更合理的經(jīng)濟(jì)發(fā)展戰(zhàn)略來(lái)指導(dǎo)經(jīng)濟(jì)發(fā)展方式的轉(zhuǎn)變。 本文通過(guò)分析政治經(jīng)濟(jì)學(xué)中外延式再生產(chǎn)與內(nèi)涵式再生產(chǎn)兩種生產(chǎn)方式的差異性,在此基礎(chǔ)上提出內(nèi)涵式經(jīng)濟(jì)發(fā)展的作用機(jī)制。通過(guò)分析中國(guó)計(jì)劃經(jīng)濟(jì)時(shí)期宏觀經(jīng)濟(jì)運(yùn)行狀況可以判斷,該時(shí)期以重工業(yè)優(yōu)先的經(jīng)濟(jì)發(fā)展戰(zhàn)略并不能實(shí)現(xiàn)“趕超”目標(biāo);通過(guò)設(shè)計(jì)內(nèi)涵式經(jīng)濟(jì)發(fā)展戰(zhàn)略評(píng)價(jià)體系對(duì)改革開(kāi)放以來(lái)的經(jīng)濟(jì)發(fā)展做出評(píng)價(jià)。結(jié)果顯示,盡管中國(guó)的經(jīng)濟(jì)增速維持在高速階段,但是,這種高速增長(zhǎng)卻是以犧牲環(huán)境的可持續(xù)性發(fā)展為代價(jià),經(jīng)濟(jì)發(fā)展的內(nèi)涵式轉(zhuǎn)變?nèi)匀惶幱谳^低階段。根據(jù)現(xiàn)實(shí)數(shù)據(jù)反映的狀況,構(gòu)架出我國(guó)內(nèi)涵式經(jīng)濟(jì)發(fā)展戰(zhàn)略的框架,其目標(biāo)是推動(dòng)經(jīng)濟(jì)由“數(shù)量”到“質(zhì)量”的轉(zhuǎn)變,其內(nèi)容是依靠創(chuàng)新和技術(shù)進(jìn)步提升資源要素利用率,其核心是圍繞“人”的可持續(xù)發(fā)展。這樣的戰(zhàn)略需制度創(chuàng)新、強(qiáng)化政府和企業(yè)的協(xié)作方式作為現(xiàn)實(shí)路徑。最后提出本文的相關(guān)結(jié)論和政策建議。 本文思路框架如下:首先對(duì)內(nèi)涵式經(jīng)濟(jì)發(fā)展作用機(jī)理進(jìn)行闡釋,其次通過(guò)對(duì)計(jì)劃經(jīng)濟(jì)時(shí)期的國(guó)內(nèi)經(jīng)濟(jì)發(fā)展的概括性描述了解重工業(yè)優(yōu)先的發(fā)展戰(zhàn)略以及經(jīng)濟(jì)成果;對(duì)于改革開(kāi)放之后的經(jīng)濟(jì)發(fā)展戰(zhàn)略評(píng)價(jià),以科學(xué)性、客觀性、系統(tǒng)性、公正性、可行性、可比性為設(shè)計(jì)原則構(gòu)架評(píng)級(jí)指標(biāo)體系,運(yùn)用主成分分析法找出向內(nèi)涵式經(jīng)濟(jì)發(fā)展戰(zhàn)略轉(zhuǎn)型的制約因素,在此基礎(chǔ)上設(shè)計(jì)內(nèi)涵式經(jīng)濟(jì)發(fā)展戰(zhàn)略,并提出實(shí)現(xiàn)路徑和相關(guān)政策建議。
[Abstract]:Since the reform and opening up, China has achieved rapid economic growth. However, both economic development strategy and development mode are characterized by high investment, high pollution and high energy consumption. Whether China's economy can maintain health for a long period of time, stable growth needs to design a more reasonable economic development strategy to guide the transformation of economic development mode. Based on the analysis of the differences between the two modes of production in the political economy, the author puts forward the mechanism of the development of the implicit economy. According to the analysis of the macro-economic operation in the period of planned economy in China, it can be concluded that the economic development strategy with heavy industry priority can not achieve the goal of "catching up with and surpassing" in that period. Through the design of implicit economic development strategy evaluation system to evaluate the economic development since the reform and opening up. The results show that although China's economic growth is maintained at a high speed, the rapid growth is at the expense of the sustainable development of the environment, and the implicit transformation of economic development is still at a lower stage. According to the situation reflected by the actual data, the framework of China's implicit economic development strategy is set up. Its goal is to promote the transformation of the economy from "quantity" to "quality", and its content is to improve the utilization rate of resource elements by means of innovation and technological progress. Its core is the sustainable development around "human". Such a strategy requires institutional innovation and strengthening the cooperation between the government and enterprises as a practical path. Finally, this paper puts forward the relevant conclusions and policy recommendations. The framework of this paper is as follows: firstly, the mechanism of implicit economic development is explained; secondly, the development strategy and economic achievements of heavy industry are discussed through a general description of the domestic economic development during the planned economy period; For the evaluation of economic development strategy after reform and opening up, the evaluation of economic development strategy is based on the principles of scientific, objective, systematic, impartial, feasibility and comparability. Using principal component analysis to find out the restrictive factors to the transformation of implicit economic development strategy, and on this basis to design the implicit economic development strategy, and put forward the realization path and relevant policy recommendations.
