四川產(chǎn)業(yè)綠色發(fā)展評(píng)價(jià)研究
[Abstract]:Regional development is based on the development of industry. The development of industry is the guarantee of residents' living consumption and employment, and is closely related to the development of residents' living environment. Industry through the use of natural and social elements of the input to grow, not only to economic growth, but also to green environmental protection development as the goal. Based on the perspective of regional industry green development, this paper analyzes the connotation and characteristics of industrial green development, and applies comprehensive analysis, decoupling and factor decomposition analysis, Gini coefficient method and regression analysis to the development of typical industries in Sichuan. Energy consumption and green development of industry are evaluated. When the general evaluation system is constructed, it is also found that the Sichuan regional overcapacity represents the industry, and the coal industry has obvious effect of deproductivity. However, the technical bottleneck of improving the efficiency of comprehensive utilization and the problems of industrial organization and management which can not effectively define the optimal scale of enterprises and the instability of coal price in the process of deproductivity are still prominent. The development of agriculture, forestry, animal husbandry and fishery is in the growing stage, the utilization efficiency of resources such as land resources has been improved, the environmental pollution has been reduced, but the benefit per unit area has not been obviously improved, and the gap of industry per capita income is increasing. Market development still needs to be further expanded and improved. There are some problems in the tourism industry, such as the unclear market position and the lack of better integration of the concept of green development into the innovative development model based on products and services. At the same time, the paper mainly evaluates the industrial energy consumption in Sichuan, and not only establishes the evaluation index of the regional industrial structure and the difference of energy consumption structure, but also establishes the evaluation index of the regional industrial structure and the difference of the energy consumption structure. The evaluation method of integrating output, energy consumption and production technology innovation into the green development planning of regional industry is also constructed. Part of the empirical analysis shows that the overall energy consumption of Sichuan regional industry is still high, and the technological innovation in reducing energy consumption is still insufficient. In recent years, the change of three industrial structure, especially the increase of tertiary industry proportion, has no obvious effect on regional energy consumption reduction. At the same time, it is concluded that the overall technological innovation speed of Sichuan in recent years has maintained a static demand for about 4 years at most, and the progress of industrial technological innovation has lagged behind or even stopped behind. In addition, it is predicted that the control and development target of energy consumption per unit output for the last 9 years in Sichuan region should be between 0.681U 0.566 (t / t standard coal / 10,000 yuan) from 2017-2025. However, through the overall evaluation of the composite system, the overall green development index of Sichuan regional industry is rising, and the overall green development is good, but the development of the environmental carrying capacity system is unstable. Government policy support is not enough and so on individual aspects still exist underdevelopment and other problems. To this end, this article also puts forward several policy suggestions.
