河北省綠色GDP投入產(chǎn)出表的編制與分析

【摘要】:全國經(jīng)濟快速發(fā)展的進程中,河北省的整體經(jīng)濟也有所提升。然而近幾年河北省環(huán)境污染事件頻頻發(fā)生,不得不讓我們重新認識經(jīng)濟發(fā)展所帶來的負面影響。在這種背景下,傳統(tǒng)的GDP核算指標僅僅能夠代表國民經(jīng)濟總量的增長,卻不能代表產(chǎn)業(yè)部門之間的經(jīng)濟聯(lián)系,更不能反映資源環(huán)境問題。綠色GDP投入產(chǎn)出表能夠很好的彌補傳統(tǒng)GDP的這些缺陷,因此編制河北省綠色GDP投入產(chǎn)出表并對其分析是很有必要的。本文基于2012年河北省42部門投入產(chǎn)出表,通過搜集整理、統(tǒng)計與預測能夠得到河北省資源耗減和環(huán)境降級數(shù)據(jù),以綠色GDP指標為總量控制,采用綠色投入產(chǎn)出表的編表方法編制出2012年河北省42部門綠色GDP投入產(chǎn)出表。在此基礎上,結(jié)合綠色系數(shù)分析法和模型分析法,對河北省綠色GDP投入產(chǎn)出表進行了分析,包括對綠色GDP與GDP總量的比較分析,綠色系數(shù)與原始系數(shù)比較分析,還包括從三大產(chǎn)業(yè)角度分析了綠色消耗系數(shù)和綠色分配系數(shù),從42個部門角度分析了感應度系數(shù)和影響力系數(shù),由于第二產(chǎn)業(yè)是河北省支柱型產(chǎn)業(yè),所以本文把第二產(chǎn)業(yè)細分為27個部門,并且著重分析了27個部門的綠色消耗系數(shù)和綠色分配系數(shù),從不同角度利用了不同的綠色系數(shù)對河北省經(jīng)濟發(fā)展進行了全面分析。結(jié)果表明,河北省的資源耗費與環(huán)境降級情況并不樂觀。農(nóng)業(yè)方面,雖然河北省近幾年治理程度有所提升,但是水土流失仍比較嚴重?梢钥闯鲛r(nóng)林牧漁產(chǎn)品和服務部門的綠色感應度系數(shù)超過1,它對國民經(jīng)濟中其他部門的制約水平較高,具備了一定程度的推動作用;工業(yè)方面,水資源破壞嚴重,主要由工業(yè)部門造成的,粗放型發(fā)展和集約化程度低依然很突出,但是影響力系數(shù)和感應度系數(shù)超過1的卻都屬于工業(yè)部門,可以說明工業(yè)部門不管是輻射還是制約其他部門的能力都很強,支柱型產(chǎn)業(yè)的地位不容忽視;服務業(yè)方面,技術創(chuàng)新和設備管理不是很完善,感應度系數(shù)整體不太高,對經(jīng)濟的促進作用不是很明顯。最后針對結(jié)果,提出著力發(fā)展科學化、創(chuàng)新型農(nóng)業(yè),加大對能源供應業(yè)的改造,促進工業(yè)向集約化轉(zhuǎn)變,大力發(fā)展技術和知識都很密集的產(chǎn)業(yè),加強各大企業(yè)節(jié)能減排意識、提高排污設備達標率等對策。
[Abstract]:In the process of rapid economic development, the overall economy of Hebei Province has also improved. However, in recent years, environmental pollution incidents occurred frequently in Hebei Province, which forced us to re-understand the negative effects of economic development. Under this background, the traditional GDP accounting index can only represent the growth of the total national economy, but not the economic connection between the industrial departments, let alone the resource and environment problems. Green GDP input-output table can make up these defects of traditional GDP, so it is necessary to compile and analyze green GDP input-output table in Hebei province. Based on the input-output table of 42 departments in Hebei Province in 2012, the data of resource consumption and environmental degradation in Hebei Province can be obtained by statistics and forecast, and the total amount of green GDP index is controlled. The green GDP input-output table of 42 departments in Hebei Province in 2012 was compiled by using the method of compiling green input-output table. On this basis, combined with green coefficient analysis and model analysis, the input and output table of green GDP in Hebei Province is analyzed, including the comparative analysis of the total amount of green GDP and GDP, the comparison of green coefficient and original coefficient. It also includes the analysis of green consumption coefficient and green distribution coefficient from the perspective of three major industries, and the analysis of sensitivity coefficient and influence coefficient from 42 departments, because the secondary industry is a pillar industry in Hebei Province. In this paper, the secondary industry is divided into 27 departments, and the green consumption coefficient and green distribution coefficient of 27 departments are emphatically analyzed, and the economic development of Hebei Province is comprehensively analyzed from different angles using different green coefficients. The results show that the situation of resource consumption and environmental degradation in Hebei Province is not optimistic. Agriculture, although Hebei Province has improved in recent years, but soil erosion is still relatively serious. It can be seen that the green sensitivity coefficient of the agricultural, forestry, pastoral and fishery products and services sector is more than 1, and it has a relatively high level of restriction on other sectors of the national economy and has a certain degree of impetus; in industrial terms, water resources are seriously damaged. Mainly caused by the industrial sector, the low degree of extensive development and intensification is still very prominent, but the influence coefficient and the sensitivity coefficient more than 1 belong to the industrial sector. It can be seen that the industrial sector is very strong in terms of radiation and constraints on other sectors, and the status of the pillar industries cannot be ignored; in the service sector, technological innovation and equipment management are not very perfect, and the overall sensitivity coefficient is not very high. The contribution to the economy is not obvious. Finally, aiming at the results, we put forward the following suggestions: to develop scientific, innovative agriculture, to increase the transformation of energy supply industry, to promote the transformation of industry to intensive, to vigorously develop industries with intensive technology and knowledge, and to strengthen the awareness of energy conservation and emission reduction among major enterprises. Improve the sewage equipment up to the standard and other countermeasures.
