【摘要】：山西煤炭資源豐富，經(jīng)過多年的開發(fā)，形成以煤炭、冶金、煉焦、電力為支柱產(chǎn)業(yè)的典型的資源型經(jīng)濟(jì)體系。長期的發(fā)展過程中，在經(jīng)濟(jì)增長、結(jié)構(gòu)演進(jìn)、社會發(fā)展、資源環(huán)境等方面呈現(xiàn)出諸多難題。因此，如何破解資源型經(jīng)濟(jì)發(fā)展難題，推動(dòng)可持續(xù)發(fā)展是山西面臨的重大選擇。早在1999年，山西就開始逐步探索轉(zhuǎn)型發(fā)展。到2010年12月，國務(wù)院批準(zhǔn)在山西設(shè)立“國家資源型經(jīng)濟(jì)轉(zhuǎn)型綜合配套改革試驗(yàn)區(qū)”，山西資源型經(jīng)濟(jì)轉(zhuǎn)型上升到國家戰(zhàn)略。經(jīng)過多年的改革試驗(yàn)，山西的資源型經(jīng)濟(jì)轉(zhuǎn)型是否取得了進(jìn)展，取得了哪些進(jìn)展，下一步改革試驗(yàn)的著力點(diǎn)在哪里，這些都成為目前山西資源型經(jīng)濟(jì)轉(zhuǎn)型應(yīng)解決的重要課題。 本文運(yùn)用生命周期理論、可持續(xù)發(fā)展理論、循環(huán)經(jīng)濟(jì)理論等基礎(chǔ)理論，在借鑒國內(nèi)與國外理論研究與實(shí)踐成果的基礎(chǔ)上，采用實(shí)證分析和規(guī)范分析研究方法，圍繞為什么要轉(zhuǎn)、轉(zhuǎn)型做了什么、效果如何、下一步怎么轉(zhuǎn)，對山西資源型經(jīng)濟(jì)轉(zhuǎn)型進(jìn)行深入研究。首先，分析山西資源型經(jīng)濟(jì)所存在的主要問題，梳理山西資源型經(jīng)濟(jì)轉(zhuǎn)型的發(fā)展歷程，其次，根據(jù)現(xiàn)階段“綜改區(qū)”山西資源型經(jīng)濟(jì)轉(zhuǎn)型思路、目標(biāo)以及實(shí)施進(jìn)展的情況，從經(jīng)濟(jì)、社會、資源環(huán)境三個(gè)系統(tǒng)構(gòu)建評價(jià)指標(biāo)體系，并運(yùn)用熵權(quán)與模糊綜合評價(jià)相結(jié)合的方法對轉(zhuǎn)型效果進(jìn)行評價(jià)。評價(jià)結(jié)果表明：山西資源型經(jīng)濟(jì)轉(zhuǎn)型取得了一定的進(jìn)展，，尤其“綜改區(qū)”設(shè)立以來，轉(zhuǎn)型效果初現(xiàn)，經(jīng)濟(jì)發(fā)展、科技教育、環(huán)境治理投資等方面對山西資源型經(jīng)濟(jì)轉(zhuǎn)型發(fā)展起到了積極的作用；但由于長期受到經(jīng)濟(jì)增長方式、產(chǎn)業(yè)結(jié)構(gòu)及資源利用等方面的影響，整體上仍處于較低的水平。最后根據(jù)前文的結(jié)論分別從經(jīng)濟(jì)、社會、資源環(huán)境三個(gè)系統(tǒng)提出相應(yīng)的對策建議。
[Abstract]:Shanxi is rich in coal resources. After many years of development, it forms a typical resource-based economic system with coal, metallurgy, coking and electric power as the pillar industries. In the long-term development process, there are many problems in economic growth, structural evolution, social development, resource environment and so on. Therefore, how to solve the problem of resource-based economic development and promote sustainable development is a major choice facing Shanxi. As early as 1999, Shanxi began to gradually explore the transformation and development. In December 2010, the State Council approved the establishment of the "Comprehensive Reform pilot Zone for the Transformation of the National Resource-based economy" in Shanxi Province, and the transformation of the resource-based economy of Shanxi Province rose to the national strategy. After many years of reform experiments, whether Shanxi has made progress in the transformation of resource-based economy, what progress has been made, and where the next step of the reform experiment is focused, all of these have become an important issue that should be solved in the transformation of resource-based economy in Shanxi at present. Based on the life cycle theory, the theory of sustainable development and the theory of circular economy, and on the basis of the theoretical research and practice at home and abroad, this paper adopts the methods of empirical analysis and normative analysis. What did the transformation do, how to effect, how to turn the next step, Shanxi resource-based economic transformation in-depth study. First of all, it analyzes the main problems existing in Shanxi resource-based economy, combs the development course of Shanxi resource-based economy transformation, and secondly, according to the current "comprehensive reform area" Shanxi resource-based economy transformation ideas, goals and progress of implementation. The evaluation index system is constructed from the three systems of economy, society and resource environment, and the transformation effect is evaluated by the method of combining entropy weight with fuzzy comprehensive evaluation. The evaluation results show that some progress has been made in the transformation of Shanxi's resource-based economy, especially since the establishment of the "Comprehensive Reform Zone", the effect of transformation has begun to appear, economic development, science and technology education, Investment in environmental governance has played a positive role in the transformation and development of resource-based economy in Shanxi, but it is still at a relatively low level on the whole due to the influence of economic growth mode, industrial structure and resource utilization for a long time. Finally, according to the above conclusions, the corresponding countermeasures and suggestions are put forward from the three systems of economy, society and resource environment.
