【摘要】：在《新疆維吾爾自治區(qū)國民經(jīng)濟和社會發(fā)展第十二個五年規(guī)劃綱要》中，新疆全境被劃分為天山北坡經(jīng)濟帶、天山南坡產(chǎn)業(yè)帶、南疆三地州和北疆沿邊高寒地區(qū)四個區(qū)域，其中天山北坡經(jīng)濟帶和天山南坡產(chǎn)業(yè)帶發(fā)展較好，相應(yīng)的研究資料也較多，南疆三地州貧困地區(qū)和沿邊高寒地區(qū)發(fā)展落后，對其的研究資料較少。同時該規(guī)劃提出推進區(qū)域優(yōu)勢互補、相互促進、實現(xiàn)人與自然和諧相處的目標，要達到這個目標就需要加大對落后地區(qū)的扶持和研究。 縣域經(jīng)濟發(fā)展是我國城鎮(zhèn)化戰(zhàn)略中的重要組成部分。北疆沿邊高寒地區(qū)是指位于新疆北部的阿爾泰山南麓、準噶爾盆地西部、伊犁河谷南部的區(qū)域，，該區(qū)域國土總面積占全疆總面積的18.1%。本文按照描述問題、分析問題、解決問題的思路展開，主要研究北疆沿邊高寒地區(qū)縣域經(jīng)濟競爭力。首先通過該地區(qū)與全國及新疆地區(qū)縣域經(jīng)濟發(fā)展的對比分析，對北疆沿邊高寒地區(qū)縣域經(jīng)濟發(fā)展現(xiàn)狀做了簡要分析；其次，運用因子分析和主成分分析，分析沿邊高寒地區(qū)這21個縣的綜合競爭力排名；之后運用層次分析法與天山北坡經(jīng)濟帶、天山南坡產(chǎn)業(yè)帶及南疆三地州的縣域進行對比分析；最后，提出提高北疆沿邊高寒地區(qū)縣域經(jīng)濟競爭力的對策和建議。 本文主要有以下創(chuàng)新點：第一，從整體發(fā)展角度入手，通過與新疆其他縣域及全國百強縣的對比提出問題；第二，從細節(jié)入手，通過新疆四大區(qū)域縣域競爭力的得分深入分析問題；第三，從當?shù)貙嶋H水平入手，提出具體措施解決問題。
[Abstract]:In the outline of the Twelfth Five-Year Plan for National Economic and Social Development of the Xinjiang Uygur Autonomous region, the whole territory of Xinjiang is divided into four regions, namely, the northern slope economic belt of Tianshan Mountain, the industrial belt on the southern slope of Tianshan Mountain, the three prefectures of southern Xinjiang and the high and cold areas along the northern border of Xinjiang. The economic belt on the north slope of Tianshan Mountain and the industrial belt on the south slope of Tianshan Mountain have better development, and the corresponding research data are also more. The poor areas of the three states in Southern Xinjiang and the alpine areas along the edge have lagged behind, but the research data on them are less. At the same time, the plan puts forward to promote regional complementary advantages, promote each other, and achieve the goal of harmony between man and nature. To achieve this goal, it is necessary to increase the support and research to the backward areas. County economic development is an important part of our country's urbanization strategy. The northern frontier alpine region is located in the southern foot of Altai Mountain in the north of Xinjiang, in the west of Junggar Basin and in the south of Yili River Valley. The total land area of this region occupies 18.1th of the total area of Xinjiang. Based on the description of the problem, the analysis of the problem and the solution of the problem, this paper mainly studies the competitiveness of the county economy along the northern edge of the high and cold region. First of all, through the comparative analysis of the county economy development in this area and the whole country and Xinjiang region, the paper makes a brief analysis of the county economic development status along the northern Xinjiang border alpine region; secondly, it uses factor analysis and principal component analysis. This paper analyzes the ranking of the comprehensive competitiveness of these 21 counties in the alpine region along the border, and then compares them with the economic belt on the northern slope of Tianshan, the industrial belt on the southern slope of Tianshan and the counties of the three states in southern Xinjiang. The countermeasures and suggestions to improve the competitiveness of county economy along the northern Xinjiang border alpine region are put forward. This paper mainly has the following innovative points: first, from the overall development perspective, through the comparison with other counties in Xinjiang and the national hundred strong counties; second, from the details, Through the four regions of Xinjiang county competitiveness score in-depth analysis of the problem; third, from the local actual level, put forward specific measures to solve the problem.
