【摘要】：為了解決經(jīng)濟(jì)社會迅速發(fā)展與自然環(huán)境間的矛盾,黨的十七大報告首次提出“建設(shè)生態(tài)文明”,將生態(tài)文明建設(shè)置于指導(dǎo)思想和中國特色社會主義事業(yè)之中,黨的十八大更是明確將生態(tài)文明建設(shè)納入中國特色社會主義事業(yè)五位一體總體布局,明確提出大力推進(jìn)生態(tài)文明建設(shè),努力建設(shè)美麗中國,實現(xiàn)中華民族永續(xù)發(fā)展。 循環(huán)經(jīng)濟(jì)作為實現(xiàn)生態(tài)文明建設(shè)的重要途徑,是在尋求解決資源環(huán)境的有限性與人類經(jīng)濟(jì)發(fā)展的無限性矛盾過程中提出來的一種新的經(jīng)濟(jì)發(fā)展模式。20世紀(jì)90年代末,我國將循環(huán)經(jīng)濟(jì)作為可持續(xù)發(fā)展戰(zhàn)略的重要組成部分開始倡導(dǎo)循環(huán)經(jīng)濟(jì)的發(fā)展理念,并逐步在企業(yè)、區(qū)域與社會層面推行實施。本文運用邏輯歸納與比較相結(jié)合以及理論分析與實踐研究相結(jié)合的方法,以生態(tài)文明理論作為我國循環(huán)經(jīng)濟(jì)發(fā)展的基本指導(dǎo)理念,對發(fā)展循環(huán)經(jīng)濟(jì)的重要意義,我國發(fā)展循環(huán)經(jīng)濟(jì)的現(xiàn)狀與問題以及進(jìn)一步發(fā)展循環(huán)經(jīng)濟(jì)的對策進(jìn)行總結(jié)與解答。 文章共分為五個部分,第一部分對論文的研究方法與研究內(nèi)容進(jìn)行概述;第二部分對生態(tài)文明與循環(huán)經(jīng)濟(jì)的相關(guān)概念和聯(lián)系進(jìn)行論述,提出了循環(huán)經(jīng)濟(jì)符合生態(tài)文明的現(xiàn)實要求、循環(huán)經(jīng)濟(jì)為生態(tài)文明建設(shè)提供了物質(zhì)基礎(chǔ)以及循環(huán)經(jīng)濟(jì)是實現(xiàn)生態(tài)文明的有效途徑等觀點；第三部分研究了生態(tài)文明視閾下我國循環(huán)經(jīng)濟(jì)發(fā)展的現(xiàn)狀,對我國在發(fā)展生態(tài)文明理論指導(dǎo)下的循環(huán)經(jīng)濟(jì)中所遇到的問題進(jìn)行分析,并指出問題產(chǎn)生的原因；第四部分對德、美等發(fā)達(dá)國家循環(huán)經(jīng)濟(jì)發(fā)展模及其經(jīng)驗式進(jìn)行歸納總結(jié)；第五部分從理念、制度、市場機(jī)制、企業(yè)改革、人才培養(yǎng)五個方面提出了我國循環(huán)經(jīng)濟(jì)發(fā)展的相關(guān)對策建議。
[Abstract]:In order to solve the contradiction between the rapid development of economy and society and the natural environment, the report of the 17th National Congress of the Communist Party of China proposed for the first time "building ecological civilization" and put the construction of ecological civilization in the guiding ideology and the cause of socialism with Chinese characteristics. The 18th National Congress of the Communist Party of China (CPC) made it clear that the construction of ecological civilization should be brought into the overall layout of the cause of socialism with Chinese characteristics, and that it should vigorously promote the construction of ecological civilization, strive to build a beautiful China, and realize the sustainable development of the Chinese nation. As an important way to realize the construction of ecological civilization, circular economy is a new mode of economic development put forward in the course of seeking to solve the contradiction between the limitation of resources and environment and the infinite contradiction of human economic development. As an important part of sustainable development strategy, our country began to advocate the concept of circular economy, and gradually implemented it at the enterprise, regional and social levels. This paper uses the methods of logical induction and comparison, theoretical analysis and practical research, and takes the ecological civilization theory as the basic guiding concept of the development of circular economy in China, which is of great significance to the development of circular economy. The present situation and problems of developing circular economy in China and the countermeasures for further development of circular economy are summarized and answered. The article is divided into five parts. The first part summarizes the research methods and contents of the thesis, the second part discusses the related concepts and relations between ecological civilization and circular economy. The paper puts forward the viewpoint that circular economy accords with the realistic requirements of ecological civilization, that circular economy provides the material basis for the construction of ecological civilization and that circular economy is an effective way to realize ecological civilization. The third part studies the current situation of circular economy development in China under the view of ecological civilization, analyzes the problems encountered in the circular economy under the guidance of ecological civilization theory, and points out the causes of the problems. In the fifth part, the author puts forward some countermeasures and suggestions on the development of circular economy in China from five aspects: idea, system, market mechanism, enterprise reform and talent training.
