廣東省土地出讓金對(duì)經(jīng)濟(jì)增長貢獻(xiàn)分析

【摘要】:本文主要從土地經(jīng)濟(jì)學(xué)和產(chǎn)權(quán)經(jīng)濟(jì)學(xué)角度對(duì)土地出讓金的性質(zhì)、產(chǎn)權(quán)屬性進(jìn)行理論分析,通過資料收集的方法,運(yùn)用CD生產(chǎn)函數(shù)和回歸分析探究廣東省土地出讓金對(duì)經(jīng)濟(jì)增長的貢獻(xiàn)度,探求土地出讓金在廣東省不同區(qū)域之中對(duì)經(jīng)濟(jì)影響的差異性,以求為廣東省土地出讓金制度改革提供實(shí)證依據(jù)。 通過理論分析得出:土地產(chǎn)權(quán)的可分離性和可交易性使得土地出讓金是土地使用權(quán)在經(jīng)濟(jì)上的表現(xiàn)成為可能。土地出讓金收支改革方案必須以可持續(xù)土地利用的思想來設(shè)計(jì),,協(xié)調(diào)各方利益,達(dá)到統(tǒng)籌城鄉(xiāng)經(jīng)濟(jì)發(fā)展的目標(biāo)。土地出讓金在本質(zhì)上是地租的具體表現(xiàn)形式之一,地價(jià)理論是土地出讓金劃定標(biāo)準(zhǔn)的理論基礎(chǔ)。 通過廣東省土地出讓金對(duì)經(jīng)濟(jì)增長的機(jī)理分析與格蘭杰因果檢驗(yàn)得出:廣東省土地出讓金對(duì)經(jīng)濟(jì)增長有著促進(jìn)作用并有著長期穩(wěn)定的關(guān)系。實(shí)證研究結(jié)果表明:1995-2011年廣東省土地出讓金對(duì)經(jīng)濟(jì)增長有著明顯的促進(jìn)作用;通過對(duì)1995年、2002年和2011年三個(gè)年份的分析得出土地出讓金對(duì)經(jīng)濟(jì)增長的貢獻(xiàn)度,表明兩者有著明顯的正相關(guān)關(guān)系;四個(gè)區(qū)域的土地出讓金對(duì)經(jīng)濟(jì)增長的貢獻(xiàn)度存在明顯差異,其中粵西的土地出讓金對(duì)經(jīng)濟(jì)增長的貢獻(xiàn)度最大,珠三角次之,粵東最小。 因此,要因地制宜發(fā)揮土地出讓金的作用,促進(jìn)經(jīng)濟(jì)增長;制定科學(xué)的城市規(guī)劃,嚴(yán)格控制土地出讓規(guī)模;加大教育投入,發(fā)揮人力資源的作用;樹立正確的政績觀,創(chuàng)新土地管理體制。
[Abstract]:From the angle of land economics and property right economics, this paper makes a theoretical analysis of the nature and property attribute of land transfer gold, and through the method of data collection, By using CD production function and regression analysis, this paper probes into the contribution of land transfer gold to economic growth in Guangdong Province, and explores the difference of land transfer gold to economy in different regions of Guangdong Province. In order to provide an empirical basis for Guangdong Province land transfer system reform. Through theoretical analysis, it is concluded that the separability and tradeability of land property rights make it possible that land transfer fee is the economic performance of land use right. The reform scheme of land transfer revenue and expenditure must be designed with the idea of sustainable land use, coordinate the interests of all parties, and achieve the goal of coordinating the economic development of urban and rural areas. Land transfer fee is essentially one of the concrete forms of land rent, and the theory of land price is the theoretical basis of the demarcation standard of land transfer fee. Through the mechanism analysis and Granger causality test of land transfer gold in Guangdong province, it is concluded that land transfer gold in Guangdong province has a promoting effect on economic growth and has a long-term stable relationship. The empirical results show that the land transfer gold from 1995 to 2011 in Guangdong Province has a significant role in promoting economic growth, and through the analysis of three years in 1995, 2002 and 2011, the contribution of land transfer gold to economic growth is obtained. The results show that the contribution of land transfer gold to economic growth is obviously different in four regions, in which the contribution of land transfer gold to economic growth in western Guangdong is the largest, the Pearl River Delta is the second, and the east of Guangdong is the smallest. Therefore, it is necessary to give full play to the role of land transfer funds in line with local conditions, promote economic growth, formulate scientific urban planning, strictly control the scale of land transfer, increase educational input, give play to the role of human resources, and establish a correct view of political achievements. Innovating the land management system.
