【摘要】：義利觀是一種具有中國特色的經(jīng)濟外交理念,不同于西方大國經(jīng)濟外交中的"胡蘿卜加大棒"理念。它源于中國傳統(tǒng)文化的合作共贏,與親誠惠容、人類命運共同體具有內(nèi)在的一致性。奉行正確的義利觀是中國實現(xiàn)和平發(fā)展的必然要求,也是"一帶一路"的一個基本要義。正確的義利觀不僅決定了"一帶一路"存在的合法性,而且決定了它發(fā)展的可持續(xù)性。沒有義,"一帶一路"將失去應(yīng)有之意;沒有利,"一帶一路"最終將不可持續(xù)。在這種意義上,"一帶一路"的成功與否取決于正確的義利觀能否真正得到貫徹。政府是"一帶一路"的倡導者,企業(yè)是其主要參與者,貫徹正確的義利觀的核心是協(xié)調(diào)政府與企業(yè)、政府與市場的關(guān)系。簡言之,政府要以市場為基礎(chǔ),引導企業(yè)在實現(xiàn)利潤最大化的前提下完成國家的戰(zhàn)略目標。為此,我們既需要全面把握義利觀在"一帶一路"框架下的具體表現(xiàn)形式,又需要探索符合正確義利觀理念的治理結(jié)構(gòu)與運行機制。
[Abstract]:The concept of justice and profit is a kind of economic diplomacy with Chinese characteristics, which is different from the idea of "carrot and stick" in the economic diplomacy of western powers. It originates from the win-win cooperation of Chinese traditional culture and is consistent with the common destiny of human beings. Pursuing a correct view of justice and profit is an inevitable requirement for China's peaceful development, and is also a basic meaning of "Belt and Road". The correct view of justice and profit not only determines the legitimacy of the existence of Belt and Road, but also determines the sustainability of its development. Without justice, Belt and Road will lose its meaning; without benefit, Belt and Road will ultimately be unsustainable. In this sense, the success of "Belt and Road" depends on whether the correct view of justice and profit can be truly implemented. The government is the advocate of "Belt and Road", and the enterprise is its main participant. The core of carrying out the correct view of justice and profit is to coordinate the relationship between government and enterprise, government and market. In short, the government should take the market as the basis and guide enterprises to achieve the strategic goal of the country on the premise of maximizing profits. Therefore, we not only need to grasp the concrete manifestation of the concept of justice and benefit under the frame of "Belt and Road", but also need to explore the governance structure and the operating mechanism which accord with the concept of justice and profit.
