【摘要】：隨著溫室氣體排放引發(fā)的全球變暖等環(huán)境問(wèn)題日益突出,人類(lèi)生產(chǎn)、生活環(huán)境受到了前所未有的挑戰(zhàn),以低污染、低排放、低能耗為特征的低碳經(jīng)濟(jì)應(yīng)運(yùn)而生。作為經(jīng)濟(jì)發(fā)展與環(huán)境保護(hù)之間的一種理性平衡,低碳經(jīng)濟(jì)是實(shí)現(xiàn)全面和諧可持續(xù)發(fā)展,建設(shè)生態(tài)文明的重要途徑和手段。黨的十八大報(bào)告指出,大力推進(jìn)綠色、低碳、循環(huán)發(fā)展方式,大力支持低碳產(chǎn)業(yè)的發(fā)展,減少碳排放量,實(shí)現(xiàn)經(jīng)濟(jì)效益與生態(tài)效益雙贏,共同維護(hù)全球的生態(tài)安全。黨的十八屆三中全會(huì)再次強(qiáng)調(diào)把低碳發(fā)展作為轉(zhuǎn)變發(fā)展方式、優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),推進(jìn)經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展的重要抓手。低碳旅游正是在低碳經(jīng)濟(jì)理論的引導(dǎo)下,以旅游為載體對(duì)低碳發(fā)展方式的一種積極響應(yīng),對(duì)傳統(tǒng)旅游業(yè)發(fā)展方式的低碳轉(zhuǎn)型與升級(jí)。 四川省涼山彝族自治州(以下簡(jiǎn)稱(chēng)涼山州)境內(nèi)擁有以邛海濕地為代表的自然旅游資源、以彝族文化為代表的民俗文化旅游資源,以紅軍長(zhǎng)征遺址、衛(wèi)星發(fā)射基地為代表的紅色旅游資源,旅游資源總量豐富、特色鮮明、底蘊(yùn)深厚,受交通、地理位置、經(jīng)濟(jì)社會(huì)發(fā)展水平等方面限制,開(kāi)發(fā)晚、破壞程度低,有著發(fā)展低碳旅游的先天條件和實(shí)踐基礎(chǔ)。發(fā)展低碳旅游既是涼山州轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式、建設(shè)生態(tài)文明的重要突破口,又是踐行低碳理念,實(shí)現(xiàn)旅游業(yè)可持續(xù)發(fā)展的重要戰(zhàn)略選擇。 本文在低碳經(jīng)濟(jì)理論的指導(dǎo)下,通過(guò)文獻(xiàn)研究法、實(shí)證分析法、定性與定量相結(jié)合的方法,圍繞什么是低碳旅游、為什么要發(fā)展低碳旅游、怎樣發(fā)展低碳旅游等問(wèn)題,以涼山州為研究對(duì)象,通過(guò)對(duì)涼山州旅游業(yè)碳排放量進(jìn)行定量測(cè)算與定性分析,研究其低碳旅游發(fā)展現(xiàn)狀,總結(jié)其面臨的困境及問(wèn)題歸因,并在此基礎(chǔ)上結(jié)合涼山州實(shí)際,進(jìn)一步構(gòu)建出低碳觀光休閑旅游發(fā)展模式、低碳民俗文化旅游發(fā)展模式、低碳紅色文化旅游發(fā)展模式,提出了促進(jìn)涼山州低碳旅游發(fā)展模式形成的制度保障和產(chǎn)業(yè)保障兩大保障機(jī)制,以期實(shí)現(xiàn)涼山州旅游業(yè)低碳轉(zhuǎn)型與發(fā)展。
[Abstract]:With the environmental problems such as global warming caused by greenhouse gas emissions becoming more and more prominent, human production and living environment are faced with unprecedented challenges. Low-carbon economy, characterized by low pollution, low emission and low energy consumption, emerges as the times require. As a rational balance between economic development and environmental protection, low-carbon economy is an important way and means to realize comprehensive harmonious and sustainable development and to build ecological civilization. The report of the 18th National Congress of the CPC pointed out that we should vigorously promote the development of green, low-carbon and circular industries, vigorously support the development of low-carbon industries, reduce carbon emissions, achieve win-win economic and ecological benefits, and jointly maintain global ecological security. The third Plenary session of the 18th CPC Central Committee once again stressed the importance of low-carbon development as a means of transforming development optimizing industrial structure and promoting sustainable economic and social development. Low-carbon tourism is under the guidance of low-carbon economic theory, tourism as a carrier of low-carbon development mode of a positive response to the traditional tourism development mode of low-carbon transformation and upgrading. Liangshan Yi Autonomous Prefecture of Sichuan Province (hereinafter referred to as Liangshan Prefecture) has natural tourism resources represented by Qionghai Wetland, folk culture tourism resources represented by Yi culture, and Red Army long March site. The red tourism resources represented by the satellite launch base are rich in total amount of tourism resources, with distinctive characteristics, deep inside information, restricted by traffic, geographical location, economic and social development level, etc., they are developed late and have a low degree of destruction. There are the innate conditions and practical basis for the development of low-carbon tourism. The development of low-carbon tourism is not only an important breakthrough point for Liangshan Prefecture to transform its economic development mode and build ecological civilization, but also an important strategic choice to carry out the concept of low-carbon tourism and realize the sustainable development of tourism. Under the guidance of low-carbon economy theory, through literature research, empirical analysis, qualitative and quantitative methods, this paper focuses on what is low-carbon tourism, why to develop low-carbon tourism, how to develop low-carbon tourism, and so on. Taking Liangshan Prefecture as the object of study, through quantitative calculation and qualitative analysis of carbon emissions from tourism industry in Liangshan Prefecture, the paper studies the present situation of low-carbon tourism development, summarizes the predicament and problem attribution it faces, and combines the reality of Liangshan Prefecture with it. To further build a low carbon tourism development model, low carbon folk culture tourism development model, low carbon red culture tourism development model, In order to realize the low carbon transition and development of tourism in Liangshan Prefecture, this paper puts forward two guarantee mechanisms of promoting the formation of low-carbon tourism development model in Liangshan Prefecture, namely, institutional security and industrial security.
