【摘要】：實(shí)施科技創(chuàng)新國(guó)際化戰(zhàn)略,是我國(guó)"十三五"時(shí)期全面推進(jìn)創(chuàng)新型國(guó)家建設(shè)和培養(yǎng)創(chuàng)新型人才的重要組成部分。通過(guò)對(duì)以往科技人才創(chuàng)新環(huán)境的考察,研究選取了突出當(dāng)前國(guó)際化進(jìn)程的17項(xiàng)指標(biāo),構(gòu)成了區(qū)域科技人才國(guó)際化創(chuàng)新環(huán)境評(píng)價(jià)指標(biāo)體系,并以我國(guó)31個(gè)省份的統(tǒng)計(jì)數(shù)據(jù)為樣本,采用因子分析和聚類分析方法進(jìn)行了實(shí)證研究。結(jié)果發(fā)現(xiàn),以上海和北京為代表的發(fā)達(dá)地區(qū)表現(xiàn)出了科技創(chuàng)新的先發(fā)優(yōu)勢(shì),各區(qū)域國(guó)際化創(chuàng)新環(huán)境的發(fā)展不均衡。針對(duì)不同發(fā)展實(shí)際,要重視離岸創(chuàng)新合作研發(fā)引領(lǐng)的全球智力環(huán)流價(jià)值鏈,探索構(gòu)建世界一流科技創(chuàng)新數(shù)據(jù)智能評(píng)價(jià)系統(tǒng)并提升國(guó)際人才社區(qū)職住條件以適應(yīng)多層次需求。
[Abstract]:The implementation of the strategy of internationalization of scientific and technological innovation is an important part of promoting the construction of innovative country and cultivating innovative talents in the 13th Five-Year Plan period of our country. Based on the investigation of the past scientific and technological talents' innovation environment, 17 indexes highlighting the current internationalization process are selected, which constitute the evaluation index system of the regional scientific and technological talents' internationalization innovation environment, and take the statistical data of 31 provinces as the sample. Factor analysis and cluster analysis are used to carry out empirical research. The results show that the developed regions, represented by Shanghai and Beijing, have shown the advantage of scientific and technological innovation in the first place, and the development of the international innovation environment in different regions is not balanced. In view of different development conditions, we should attach importance to the global intellectual circulation value chain led by offshore innovation and R & D, explore and construct a world class scientific and technological innovation data intelligent evaluation system and upgrade the working and living conditions of international talents community to meet the multi-level demand.
