基于創(chuàng)新生態(tài)視角的區(qū)域技術吸納能力研究

【摘要】:在全球新一輪技術革命和我國建設創(chuàng)新型國家的新形勢下,創(chuàng)新成為推動國民經(jīng)濟發(fā)展的動力,技術吸納作為創(chuàng)新的中間環(huán)節(jié),其發(fā)展水平有待進一步提高,如何進一步提升區(qū)域技術吸納成為當前需要研究的課題。本文以區(qū)域技術吸納能力作為研究對象,運用吸收能力理論、技術轉移理論和創(chuàng)新生態(tài)理論理論,從創(chuàng)新生態(tài)系統(tǒng)視角將區(qū)域技術吸納看成創(chuàng)新群落吸收轉化外部技術知識的過程,將區(qū)域技術吸納過程中涉及到的創(chuàng)新主體劃分為三個群落和外部環(huán)境,在此基礎上分析區(qū)域技術吸納的運行機理并構建了區(qū)域技術吸納能力評價的指標體系。采用層次分析法確定各個指標的權重,結合2005-2015年數(shù)據(jù)分析全國30個省的技術吸納能力及變化趨勢,以及創(chuàng)新群落和創(chuàng)新環(huán)境的發(fā)展對區(qū)域技術吸納能力的影響。從實證結果可以看出,全國技術吸納能力發(fā)展大致可以分為三個梯度,東部地區(qū)大部分在第一梯度,中西部處于第二三梯度,東部地區(qū)整體技術吸納能力較好,中部地區(qū)次之,西部技術吸納能力較差,且區(qū)域間的技術吸納能力差異較大,有兩極分化的趨勢;創(chuàng)新群落發(fā)展越好的地區(qū)技術吸納能力越高,其中創(chuàng)新驅動群落和創(chuàng)新協(xié)調(diào)群落是導致區(qū)域技術吸納能力差異的主要原因。因此,各地區(qū)應創(chuàng)新生態(tài)系統(tǒng)建設,重視創(chuàng)新驅動群落和創(chuàng)新協(xié)調(diào)群落對區(qū)域技術吸納能力的作用,增強創(chuàng)新群落實力,促進區(qū)技術吸納能力穩(wěn)步提高。
[Abstract]:Under the new global technological revolution and the new situation of building an innovative country in China, innovation has become the driving force to promote the development of the national economy, and technology absorption as the intermediate link of innovation, its development level needs to be further improved. How to further enhance the regional technology absorption has become a subject to be studied. This article takes the regional technology absorption ability as the research object, applies the absorption ability theory, the technology transfer theory and the innovation ecology theory, From the perspective of innovation ecosystem, the regional technology absorption is regarded as the process of absorbing and transforming the external technological knowledge of the innovation community, and the innovation subject involved in the process of regional technology absorption is divided into three communities and external environment. On this basis, the operating mechanism of regional technology absorption is analyzed and the index system of regional technology absorption ability evaluation is constructed. The weight of each index was determined by analytic hierarchy process (AHP), and the technological absorptive capacity and its changing trend of 30 provinces in China were analyzed with the data from 2005 to 2015, and the influence of the development of innovation community and innovation environment on the regional technology absorptive capacity was also analyzed. From the empirical results, we can see that the development of the national technology absorption capacity can be roughly divided into three gradients. Most of the eastern regions are in the first gradient, the central and western regions are in the second and third gradients. The overall technology absorption capacity of the eastern region is better, followed by the central region. The technology absorption ability of the western region is poor, and the difference of the technology absorption ability between regions is great, and there is a trend of polarization; the better the development of the innovation community, the higher the regional technology absorption capacity. Among them, innovation driving community and innovation coordinated community are the main reasons leading to the difference of regional technology absorption ability. Therefore, all regions should innovate ecosystem construction, attach importance to the role of innovation-driven community and innovation-coordinated community to regional technology absorption ability, strengthen the strength of innovation community, and promote the steady improvement of regional technology absorption ability.
