【摘要】：近年來(lái),東北地區(qū)經(jīng)濟(jì)的持續(xù)下滑引來(lái)了全社會(huì)的廣泛關(guān)注。對(duì)于"東北現(xiàn)象"的成因眾說(shuō)紛紜,各有其解。從經(jīng)濟(jì)基礎(chǔ)看,"東北現(xiàn)象"的生成具有歷史必然性,無(wú)論是東北地區(qū)的產(chǎn)業(yè)定位、國(guó)家的政策選擇,還是其所處的宏觀經(jīng)濟(jì)周期,都注定了"東北現(xiàn)象"的產(chǎn)生不可避免。經(jīng)濟(jì)基礎(chǔ)的必然性進(jìn)一步導(dǎo)致了上層建筑的僵化,從而加劇了東北經(jīng)濟(jì)的下滑態(tài)勢(shì)。從產(chǎn)業(yè)發(fā)展的角度看,"東北現(xiàn)象"的破解最根本的就是要重建東北地區(qū)的產(chǎn)業(yè)體系,打破舊有束縛,進(jìn)而實(shí)現(xiàn)經(jīng)濟(jì)的復(fù)蘇與繁榮。
[Abstract]:In recent years, the economic decline in Northeast China has attracted wide attention from the whole society. There are different opinions about the cause of Northeast phenomenon. From the point of view of economic base, the formation of "Northeast phenomenon" has historical inevitability. Whether it is the industrial orientation of Northeast region, the policy choice of the country or the macroeconomic cycle in which it is located, it is inevitable to produce the "Northeast phenomenon". The inevitability of economic base further leads to the ossification of superstructure, which intensifies the decline of northeast economy. From the point of view of industrial development, the most fundamental thing to solve the "northeast phenomenon" is to rebuild the industrial system of the Northeast region, break the old shackles, and then realize the economic recovery and prosperity.
