【摘要】：本文首先對構(gòu)建開放高效的創(chuàng)新體系與推進(jìn)供給側(cè)結(jié)構(gòu)性改革的關(guān)系進(jìn)行了探討,分析了兩者的理論基礎(chǔ)、內(nèi)在關(guān)聯(lián)和現(xiàn)實(shí)特征,并對當(dāng)前制約供給側(cè)結(jié)構(gòu)性改革的創(chuàng)新體系瓶頸障礙進(jìn)行了分析,提出了構(gòu)建支撐供給側(cè)結(jié)構(gòu)性改革創(chuàng)新體系的總體思路和措施建議,認(rèn)為應(yīng)圍繞"一個體系、五大支柱"的要求,完善激勵制度,激發(fā)各類創(chuàng)新主體活力,強(qiáng)化中間環(huán)節(jié)建設(shè),夯實(shí)人才要素支撐,培育鼓勵創(chuàng)新的社會環(huán)境,形成有利于創(chuàng)新的制度安排。
[Abstract]:This paper first discusses the relationship between the construction of an open and efficient innovation system and the promotion of supply-side structural reform, and analyzes the theoretical basis, internal relationship and practical characteristics of the two systems. This paper also analyzes the bottleneck obstacles of the innovation system which restricts the supply-side structural reform, and puts forward the general ideas and measures to construct the supply-side structural reform innovation system, which should be centered around "one system". According to the requirements of the five pillars, we should perfect the incentive system, stimulate the vitality of all kinds of innovation subjects, strengthen the construction of intermediate links, consolidate the support of talent elements, foster the social environment for encouraging innovation, and form institutional arrangements conducive to innovation.
