【摘要】：在我國(guó)"七省市"碳交易試點(diǎn)確立之后,政策制定者、企業(yè)管理層和環(huán)境科學(xué)領(lǐng)域的專家學(xué)者特別關(guān)心碳交易市場(chǎng)的減排效果,及其對(duì)我國(guó)經(jīng)濟(jì)、環(huán)境和對(duì)外貿(mào)易的影響.為回答這些問題,本文首先對(duì)碳減排、節(jié)能減排和低碳經(jīng)濟(jì)的概念進(jìn)行界定和區(qū)分,然后探討實(shí)施碳減排的政策措施和經(jīng)濟(jì)手段,根據(jù)減排措施的理論可行性和在全球范圍內(nèi)實(shí)施的廣泛性,針對(duì)"數(shù)量控制"和"價(jià)格控制"減排措施展開系統(tǒng)分析,詳細(xì)闡述這兩種減排措施的具體實(shí)施過程和實(shí)際減排效果,進(jìn)而對(duì)比分析它們?cè)趯?shí)施過程中的優(yōu)缺點(diǎn),并從宏觀、微觀和技術(shù)三個(gè)層面剖析降低碳排放的機(jī)理和路徑,指出它們對(duì)我國(guó)的可借鑒之處.其次,根據(jù)研究角度的不同,對(duì)碳減排的相關(guān)前沿研究成果進(jìn)行分類回顧和評(píng)述,指出其對(duì)我國(guó)碳減排的啟發(fā),并結(jié)合實(shí)際指出前人研究不足和存在的理論空白.最后以討論的形式,提出未來需要進(jìn)一步探討的幾個(gè)碳減排問題,為相關(guān)學(xué)者的研究提供一些洞察.
[Abstract]:After the establishment of the carbon trading pilot of "seven provinces and cities" in China, the experts and scholars in the field of policy makers, enterprise management and environmental science are particularly concerned about the effect of carbon emission reduction, and their effects on China's economy, environment and foreign trade. In order to answer these questions, this paper first introduces the concept of carbon emission reduction, energy conservation and low-carbon economy. The policy measures and economic means for the implementation of carbon emission reduction are discussed. According to the theoretical feasibility of the emission reduction measures and the extensive implementation in the global scope, a systematic analysis is carried out on the measures of "quantity control" and "price control", and the specific implementation process and actual emission reduction effects of the two emission reduction measures are elaborated in detail. And then analyze their advantages and disadvantages in the process of implementation, and analyze the mechanism and path of carbon emission reduction from three aspects of macro, micro and technology, and point out their reference to our country. Secondly, according to the different research angles, we review and review the relevant research results of carbon emission reduction, and point out that their carbon emissions are carbon to China. In the form of discussion, some problems of carbon emission reduction need to be further discussed in the form of discussion, which will provide some insights for the research of relevant scholars.
