【摘要】：本文闡述了中國鐵路"走出去"建設(shè)模式的現(xiàn)狀及面臨的主要挑戰(zhàn),分析了國際大型工程承包市場發(fā)展的新趨勢;然后以雅萬高速鐵路項目為例,對中國鐵路"走出去"建設(shè)模式創(chuàng)新實踐進(jìn)行深入思考,提出中國鐵路"走出去"建設(shè)模式創(chuàng)新的三條發(fā)展路徑:向投資、建設(shè)、運營一體化的鐵路全產(chǎn)業(yè)鏈方向發(fā)展,實施"鐵路+配套產(chǎn)業(yè)"的綜合開發(fā)模式和PPP合作開發(fā)模式;最后,從建立鐵路行業(yè)"走出去"公共服務(wù)平臺、提升"本土化發(fā)展"水平、強(qiáng)化人才隊伍建設(shè)以及培育鐵路全產(chǎn)業(yè)價值鏈資源整合與綜合集成能力四個方面提出保障措施。
[Abstract]:This paper expounds the present situation and main challenges of the "going out" construction mode of Chinese railway, analyzes the new trend of the international large-scale project contracting market, and then takes the Yawan high-speed railway project as an example. In this paper, the author thinks deeply about the innovation practice of Chinese railway "going out" construction mode, and puts forward three development paths of Chinese railway "going out" construction mode innovation: developing to the direction of investment, construction and operation of the whole industry chain of railway. Carry out the comprehensive development mode of "railway supporting industry" and the mode of PPP cooperation development; finally, from the establishment of railway industry "go out" public service platform, improve the level of "localization development", To strengthen the construction of talent team and to cultivate the integration and integration ability of resources in the whole industry value chain of railway, the guarantee measures are put forward.
