城市水源生態(tài)功能區(qū)發(fā)展模式比較研究

【摘要】:隨著城市規(guī)模的不斷擴(kuò)大,城市的可持續(xù)發(fā)展問題日益顯現(xiàn),其中水資源問題是當(dāng)前普遍制約我國(guó)城市發(fā)展的“瓶頸”問題之一。隨著城市化進(jìn)程的加快,城市工業(yè)化、現(xiàn)代化水平的提高,城市數(shù)量的增加和規(guī)模的不斷擴(kuò)大,城市水資源的供需矛盾已十分突出,并由此產(chǎn)生許多新的問題,如城市水源生態(tài)功能區(qū)與其他功能區(qū)的發(fā)展不協(xié)調(diào)等問題日益顯著。探尋恰當(dāng)?shù)某鞘兴瓷鷳B(tài)功能區(qū)的發(fā)展模式對(duì)打破城市可持續(xù)發(fā)展的“瓶頸”起著至關(guān)重要的作用。本文從比較研究的視角,以官?gòu)d水庫所在的北京市延慶區(qū)、河北省懷來縣,密云水庫所在的北京市密云區(qū),為廣州市溪流河的保護(hù)作出巨大貢獻(xiàn)的從化區(qū)為研究對(duì)象。運(yùn)用區(qū)域經(jīng)濟(jì)與生態(tài)環(huán)境協(xié)調(diào)度測(cè)度模型分析了當(dāng)前中國(guó)城市水源生態(tài)功能區(qū)的經(jīng)濟(jì)發(fā)展與生態(tài)環(huán)境建設(shè)的協(xié)調(diào)程度。運(yùn)用定量分析與定性描述相結(jié)合的方法以及偏離份額分析法,分析了當(dāng)前中國(guó)城市水源生態(tài)功能區(qū)的產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀、產(chǎn)業(yè)的競(jìng)爭(zhēng)力、產(chǎn)業(yè)對(duì)區(qū)域經(jīng)濟(jì)的貢獻(xiàn)度及產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化方向。運(yùn)用引力模型和斷裂點(diǎn)距離分析法,分析了當(dāng)前中國(guó)城市水源生態(tài)功能區(qū)與周邊區(qū)域之間的經(jīng)濟(jì)吸引力以及對(duì)周邊區(qū)域的經(jīng)濟(jì)影響的空間輻射范圍。通過土地區(qū)位指數(shù)分析法和級(jí)差生態(tài)地租的理論,分析了當(dāng)前中國(guó)城市水源生態(tài)功能區(qū)的土地利用現(xiàn)狀及分布規(guī)律。根據(jù)上述比較研究的結(jié)果對(duì)中國(guó)城市水源生態(tài)功能區(qū)的發(fā)展模式提出優(yōu)化調(diào)整的方向,探索出基本符合中國(guó)城市市情的水源生態(tài)功能區(qū)發(fā)展模式。
[Abstract]:With the continuous expansion of the city scale, the sustainable development of the city becomes increasingly apparent, among which the water resource problem is one of the "bottleneck" problems that restrict the urban development of our country at present. With the acceleration of urbanization, the industrialization of cities, the improvement of the level of modernization, the increase in the number and scale of cities, the contradiction between supply and demand of urban water resources has become very prominent, and many new problems have arisen. For example, the development of urban water ecological functional areas and other functional areas is becoming increasingly significant. It is very important to explore the proper development mode of urban water source ecological functional area to break the bottleneck of urban sustainable development. From the point of view of comparative study, this paper takes Conghua District, where Guanting Reservoir is located in Yanqing District of Beijing, Huailai County in Hebei Province and Miyun District in Beijing where Miyun Reservoir is located, to make great contributions to the protection of streams and rivers in Guangzhou City. The degree of coordination between regional economy and ecological environment is analyzed by using the model of coordination degree between regional economy and ecological environment. The degree of coordination between economic development and ecological environment construction of urban water source ecological functional areas in China is analyzed. By using the method of quantitative analysis and qualitative description, and the method of deviation share analysis, this paper analyzes the present situation of industrial structure and the competitiveness of industry in the ecological functional areas of urban water resources in China. The contribution of industry to regional economy and the direction of industrial structure optimization. Based on the gravity model and the distance analysis of fracture points, the economic attraction between the ecological functional areas of urban water resources and the surrounding areas in China and the spatial radiation range of the economic effects on the surrounding areas are analyzed. Based on the analysis of land location index and the theory of differential ecological land rent, this paper analyzes the present situation and distribution of land use in the ecological functional areas of urban water resources in China. According to the results of the above comparative study, the development mode of the urban water source ecological functional area in China is put forward, and the development mode of the water source ecological function area which is basically in line with the situation of the Chinese city market is explored.
