【摘要】：自工業(yè)革命以來(lái),人類對(duì)自然資源的消耗使得經(jīng)濟(jì)社會(huì)得到快速的發(fā)展。資源型經(jīng)濟(jì)的發(fā)展模式為社會(huì)創(chuàng)造了很多財(cái)富,同時(shí),也帶來(lái)了資源枯竭、環(huán)境惡化的危機(jī)。為了能夠?qū)崿F(xiàn)可持續(xù)的發(fā)展,人類逐漸認(rèn)識(shí)到了發(fā)展循環(huán)經(jīng)濟(jì)的必要性。甘肅省是資源型省份,以資源產(chǎn)業(yè)作為支柱產(chǎn)業(yè),但隨著資源的消耗和環(huán)境的惡化,發(fā)展循環(huán)經(jīng)濟(jì)成為必然趨勢(shì)。自2009年甘肅省建設(shè)循環(huán)經(jīng)濟(jì)示范區(qū)以來(lái),循環(huán)經(jīng)濟(jì)的發(fā)展取得了一定的成效,但仍存在一定的問題。目前,甘肅省循環(huán)經(jīng)濟(jì)發(fā)展的研究相對(duì)較多,但缺乏對(duì)區(qū)域循環(huán)經(jīng)濟(jì)發(fā)展空間布局的系統(tǒng)研究。因此,借鑒國(guó)內(nèi)外循環(huán)經(jīng)濟(jì)研究的相關(guān)理論與實(shí)踐,對(duì)甘肅省循環(huán)經(jīng)濟(jì)發(fā)展水平進(jìn)行綜合評(píng)定,在此基礎(chǔ)上對(duì)其循環(huán)經(jīng)濟(jì)水平的區(qū)域差異性進(jìn)一步研究,探討了省域和市域不同尺度的區(qū)域循環(huán)經(jīng)濟(jì)發(fā)展模式與空間布局,得到甘肅省區(qū)域循環(huán)經(jīng)濟(jì)的空間依賴性、產(chǎn)業(yè)集聚性與循環(huán)經(jīng)濟(jì)發(fā)展的互動(dòng)關(guān)系。論文主題內(nèi)容分為5個(gè)部分:第一部分緒論。介紹論文的研究背景、國(guó)內(nèi)外研究現(xiàn)狀以及論文研究思路和方法。第二部分區(qū)域循環(huán)經(jīng)濟(jì)發(fā)展的理論。主要介紹了區(qū)域循環(huán)經(jīng)濟(jì)的形成和發(fā)展、資源環(huán)境與經(jīng)濟(jì)發(fā)展關(guān)系理論及資源轉(zhuǎn)型研究的新進(jìn)展以及可持續(xù)發(fā)展新進(jìn)展。第三部分甘肅省循環(huán)經(jīng)濟(jì)發(fā)展概況。介紹了甘肅省的自然資源和經(jīng)濟(jì)狀況以及發(fā)展循環(huán)經(jīng)濟(jì)的重要性,并對(duì)甘肅省循環(huán)經(jīng)濟(jì)的發(fā)展概況進(jìn)行分析。第四部分甘肅省循環(huán)經(jīng)濟(jì)示范區(qū)循環(huán)經(jīng)濟(jì)發(fā)展的綜合評(píng)價(jià)。介紹了甘肅省循環(huán)經(jīng)濟(jì)示范區(qū)的建設(shè)現(xiàn)狀,并基于F-AHP方法對(duì)該示范區(qū)的循環(huán)經(jīng)濟(jì)發(fā)展進(jìn)行綜合評(píng)定,并對(duì)循環(huán)經(jīng)濟(jì)的發(fā)展進(jìn)行了障礙度診斷,指出阻礙循環(huán)經(jīng)濟(jì)發(fā)展的主要因素。第五部分甘肅省市域循環(huán)經(jīng)濟(jì)發(fā)展差異的空間統(tǒng)計(jì)分析。在上一部分綜合評(píng)定的基礎(chǔ)上,進(jìn)一步對(duì)甘肅省各市域間存在的循環(huán)經(jīng)濟(jì)發(fā)展差異進(jìn)行空間上的統(tǒng)計(jì)分析,主要包括各市循環(huán)經(jīng)濟(jì)差異的空間分布分位圖、Moran散點(diǎn)圖和LISA集群圖,而后又對(duì)甘肅省典型城市進(jìn)行了對(duì)比和綜合分析。第六部分甘肅省循環(huán)經(jīng)濟(jì)發(fā)展的推進(jìn)對(duì)策建議。在上述綜合評(píng)定和統(tǒng)計(jì)分析的基礎(chǔ)上,分別從健全甘肅省發(fā)展循環(huán)經(jīng)濟(jì)的制度與法規(guī)、完善甘肅省循環(huán)經(jīng)濟(jì)發(fā)展的產(chǎn)業(yè)規(guī)劃、強(qiáng)化區(qū)域循環(huán)經(jīng)濟(jì)關(guān)聯(lián)模式和重視人才培養(yǎng)和引進(jìn)、完善技術(shù)服務(wù)體系四個(gè)方面給出甘肅省循環(huán)經(jīng)濟(jì)發(fā)展的政策建議。
[Abstract]:Since the Industrial Revolution, human consumption of natural resources has made rapid economic and social development.The development mode of resource-based economy has created a lot of wealth for the society, at the same time, it has also brought the crisis of resource depletion and environmental deterioration.In order to realize sustainable development, human beings gradually realize the necessity of developing circular economy.Gansu Province is a resource-based province, with the resource industry as the pillar industry, but with the consumption of resources and the deterioration of the environment, the development of circular economy has become an inevitable trend.Since the construction of circular economy demonstration area in Gansu Province in 2009, the development of circular economy has made some achievements, but there are still some problems.At present, there are many researches on the development of circular economy in Gansu Province, but there is no systematic research on the spatial layout of regional circular economy.Therefore, using the relevant theories and practices of circular economy research at home and abroad for reference, this paper comprehensively evaluates the development level of circular economy in Gansu Province, and further studies the regional difference of its circular economy level on this basis.This paper discusses the development model and spatial layout of regional circular economy in different scales of province and city, and obtains the spatial dependence of regional circular economy in Gansu province, the interactive relationship between industrial agglomeration and circular economy development.The main content of the thesis is divided into five parts: the first part is introduction.This paper introduces the research background, domestic and international research status and research ideas and methods.The second part is the theory of the development of regional circular economy.This paper mainly introduces the formation and development of regional circular economy, the new progress of the theory of the relationship between resources, environment and economic development, the study of resource transformation, and the new progress of sustainable development.The third part is the general situation of circular economy development in Gansu province.This paper introduces the natural resources and economic situation of Gansu Province and the importance of developing circular economy, and analyzes the general situation of circular economy development in Gansu Province.The fourth part is the comprehensive evaluation of circular economy development in Gansu circular economy demonstration area.This paper introduces the present situation of the construction of the circular economy demonstration area in Gansu Province, evaluates the development of the circular economy based on F-AHP method, and diagnoses the obstacle degree of the development of the circulation economy.The main factors that hinder the development of circular economy are pointed out.The fifth part is the spatial statistical analysis of the development difference of circular economy in Gansu province.On the basis of the previous part of the comprehensive evaluation, the spatial statistical analysis of the development difference of circular economy among the cities in Gansu Province is carried out, including the spatial distribution bitmap of the circular economy difference in each city and the LISA cluster map.And then the typical cities of Gansu Province were compared and comprehensive analysis.The sixth part of Gansu province circular economy development promotion countermeasure suggestion.On the basis of the above comprehensive evaluation and statistical analysis, the industrial planning for the development of circular economy in Gansu Province has been improved by perfecting the system and regulations for the development of circular economy in Gansu Province,This paper puts forward some policy suggestions on the development of circular economy in Gansu Province from four aspects: strengthening the regional circular economy related mode, attaching importance to the cultivation and introduction of talents, and perfecting the technical service system.
