【摘要】：產(chǎn)業(yè)集群是現(xiàn)代產(chǎn)業(yè)發(fā)展的一種重要社會(huì)組織形式。山東省十分注重產(chǎn)業(yè)集群發(fā)展的問題,省政府于2008年對(duì)山東省加快產(chǎn)業(yè)集群發(fā)展提出了意見,2009年11月省政府對(duì)山東省中小企業(yè)產(chǎn)業(yè)集群發(fā)展做出規(guī)劃,提出：“加快提高園區(qū)(基地)、企業(yè)載體集聚功能和資源要素配置效率,推動(dòng)現(xiàn)代漁業(yè)、海洋工程建筑、海洋生態(tài)環(huán)保、海洋文化旅游、海洋運(yùn)輸物流等優(yōu)勢(shì)產(chǎn)業(yè)集群化發(fā)展”。近年來,我省的產(chǎn)業(yè)集群得到了迅猛的發(fā)展,并取得了一系列豐碩的成果,特別是對(duì)黃河三角洲高效生態(tài)經(jīng)濟(jì)區(qū)和東半島藍(lán)色經(jīng)濟(jì)區(qū)發(fā)展做出的規(guī)劃被國務(wù)院相繼批復(fù),更是有力地促進(jìn)了我省產(chǎn)業(yè)集群的快速發(fā)展。 本文分析研究了山東省產(chǎn)業(yè)集群發(fā)展的現(xiàn)狀,總結(jié)之前學(xué)者的研究和分析,研究了山東省產(chǎn)業(yè)集群發(fā)展的特征、動(dòng)力機(jī)制和存在的問題,最后提出若干解決山東省產(chǎn)業(yè)集群發(fā)展存在問題的對(duì)策,具體有充分利用藍(lán)色半島經(jīng)濟(jì)區(qū)建設(shè)的契機(jī),構(gòu)建一體化的經(jīng)濟(jì)區(qū)域引進(jìn)業(yè)務(wù)外包等現(xiàn)代產(chǎn)業(yè)組織的新理念,提高園區(qū)內(nèi)產(chǎn)業(yè)集群度和技術(shù)水平提高政策支持的力度,大力培育山東省著名品牌盡快建立以企業(yè)為創(chuàng)新主體的產(chǎn)業(yè)集群創(chuàng)新體系加快構(gòu)建國際合作機(jī)制,建立開放型的產(chǎn)業(yè)集群體系。
[Abstract]:Industrial cluster is an important form of social organization for the development of modern industry.Shandong Province attaches great importance to the development of industrial clusters. In 2008, the provincial government put forward opinions on accelerating the development of industrial clusters in Shandong Province. In November 2009, the provincial government made a plan for the development of industrial clusters of small and medium-sized enterprises in Shandong Province.This paper puts forward the following points: "quickening the efficiency of the park (base, enterprise carrier gathering function and resource element allocation), promoting modern fishery, ocean engineering construction, marine ecological environment protection, marine culture tourism,"Maritime transport logistics and other advantages of industrial cluster development.In recent years, the industrial clusters in our province have been developing rapidly, and a series of fruitful results have been obtained. In particular, the plans for the development of the efficient ecological economic zone of the Yellow River Delta and the blue economic zone of the East Peninsula have been approved by the State Council one after another.It also promotes the rapid development of industrial clusters in our province.This paper analyzes and studies the current situation of industrial cluster development in Shandong Province, summarizes the previous research and analysis of scholars, studies the characteristics, dynamic mechanism and existing problems of industrial cluster development in Shandong Province.Finally, it puts forward some countermeasures to solve the problems existing in the development of industrial clusters in Shandong Province. It has made full use of the opportunity of the construction of the Blue Peninsula Economic Zone to construct new concepts of modern industrial organizations such as the introduction of business outsourcing in integrated economic regions.To improve the degree of industrial cluster and the level of technology in the park, to improve the policy support, to cultivate the famous brands in Shandong Province, to establish the innovation system of industrial cluster with enterprises as the main body as soon as possible, and to accelerate the construction of the international cooperation mechanism.Establish an open industrial cluster system.
