【摘要】：黨的十八大以來，生態(tài)文明建設(shè)已經(jīng)被上升為事關(guān)全面建設(shè)小康社會的國家重大戰(zhàn)略高度。節(jié)能減排是生態(tài)文明建設(shè)中的一項(xiàng)重要工作，對此，中央政府高度重視。地方政府作為中央政策的執(zhí)行機(jī)構(gòu)，在節(jié)能減排工作中扮演了至關(guān)重要的角色�？梢哉f，在建設(shè)“美麗中國”、加強(qiáng)生態(tài)環(huán)境保護(hù)的大背景下，各級地方政府能否有效推動(dòng)節(jié)能減排工作，最終完成節(jié)能減排目標(biāo)，已經(jīng)成為擺在我國各級地方政府面前的一道難題。 從實(shí)際情況來看，地方政府在節(jié)能減排工作中扮演著雙重角色。從“經(jīng)濟(jì)人”角色來看，地方政府在追求大項(xiàng)目、高GDP的發(fā)展思路指導(dǎo)下，對節(jié)能減排工作普遍持消極態(tài)度；從“管理者”角色來看，，地方政府作為區(qū)域治理的主導(dǎo)力量，保護(hù)本地生態(tài)環(huán)境義不容辭，因此，應(yīng)該主動(dòng)參與，并推動(dòng)節(jié)能減排工作。雙重角色引發(fā)的矛盾心理，使得地方政府在節(jié)能減排的問題上長期處于進(jìn)退維谷的尷尬境地。從某種程度上可以說，這是地方政府在節(jié)能減排工作中難有成效的根本原因。因此，要推動(dòng)地方政府節(jié)能減排工作，最根本的就是要解決和處理好地方政府在發(fā)展中的“雙重角色”問題。此外，還要對當(dāng)前我國地方政府在推動(dòng)節(jié)能減排工作中亟需解決的，諸如財(cái)稅政策不完善與節(jié)能減排專項(xiàng)資金缺口較大、監(jiān)管制度缺失與法律法規(guī)不健全、社會力量有效參與不足、地方政府與企業(yè)之間互動(dòng)不足、節(jié)能減排市場機(jī)制尚不合理等具體問題有所應(yīng)對�；诖�，本文在結(jié)合國外發(fā)達(dá)國家地方政府節(jié)能減排成功實(shí)踐經(jīng)驗(yàn)的基礎(chǔ)上，以規(guī)避地方政府“經(jīng)濟(jì)人”角色的負(fù)向作用為基本思路，通過完善財(cái)稅政策，引入多元融資渠道；明確監(jiān)管責(zé)任，健全相關(guān)法律法規(guī)；鼓勵(lì)社會力量積極參與節(jié)能減排工作；暢通政府與企業(yè)的溝通機(jī)制，實(shí)現(xiàn)信息共享；發(fā)揮市場機(jī)制在節(jié)能減排中的優(yōu)勢作用等幾個(gè)方面著手推動(dòng)節(jié)能減排工作，以期順利實(shí)現(xiàn)我國經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型和建設(shè)“美麗中國”的全民夢想。
[Abstract]:Since the 18th National Congress of the Party, the construction of ecological civilization has been raised to the national strategic height of building a well-off society in an all-round way.Energy saving and emission reduction is an important work in the construction of ecological civilization, to which the central government attaches great importance.Local government, as the executive organ of central policy, plays a vital role in energy saving and emission reduction.It can be said that under the background of building a "beautiful China" and strengthening the protection of the ecological environment, can local governments at all levels effectively promote the work of energy conservation and emission reduction, and finally complete the goal of energy conservation and emission reduction?Has become the local government at all levels of our country in front of a difficult problem.From the actual situation, local governments in energy conservation and emission reduction work plays a dual role.From the perspective of the role of "economic man", local governments generally hold a negative attitude towards energy conservation and emission reduction under the guidance of the development ideas of pursuing large projects and high GDP, and from the role of "manager", local governments are the leading force in regional governance.It is imperative to protect the local ecological environment, therefore, we should take the initiative to participate and promote energy conservation and emission reduction.The ambivalence caused by dual roles makes local governments in the dilemma of energy saving and emission reduction.To some extent, this is the root cause of the difficulty of local governments in energy saving and emission reduction.Therefore, to promote the local government energy conservation and emission reduction, the most fundamental is to solve and deal with the local government in the development of the "dual role".In addition, it is necessary to solve the problems that need to be solved by local governments in promoting energy conservation and emission reduction, such as the imperfection of fiscal and taxation policies, the large gap of special funds for energy saving and emission reduction, the lack of supervision system and the imperfection of laws and regulations.Some concrete problems, such as insufficient effective participation of social forces, insufficient interaction between local governments and enterprises, unreasonable market mechanism of energy saving and emission reduction, etc.Based on this, based on the successful experience of local governments in developed countries in energy conservation and emission reduction, this paper takes the negative role of "economic man" of local governments as the basic way of thinking, through the improvement of fiscal and taxation policies, the introduction of multiple financing channels;Clear regulatory responsibilities, improve relevant laws and regulations; encourage social forces to actively participate in energy conservation and emission reduction work; smooth the communication mechanism between government and enterprises to achieve information sharing;Give full play to the advantages of market mechanism in energy saving and emission reduction, and so on, and start to promote energy saving and emission reduction in order to realize the national dream of China's economic structure transformation and "beautiful China".
