【摘要】：經(jīng)濟增長的相關(guān)問題長久以來都是經(jīng)濟學(xué)家們普遍關(guān)注的熱點問題,如何實現(xiàn)經(jīng)濟的持續(xù)增長也是各國政府持之以恒的方向。自改革開放以來,我國在經(jīng)濟發(fā)展方面的成就舉世矚目。在經(jīng)濟高速發(fā)展的過程中,中國同時也面臨著區(qū)域發(fā)展不均衡的難題,特別是東西部省市之間經(jīng)濟增長的極度不均衡。為緩解區(qū)域經(jīng)濟增長差異,政府運用各種財政政策手段和工具,不斷加大對西部地區(qū)的財政資金支持力度,其中大部分財政資金用于生產(chǎn)性領(lǐng)域。那么這些財政資金,特別是生產(chǎn)性財政支出是否對西部地區(qū)經(jīng)濟增長發(fā)揮了作用?發(fā)揮何種作用?這都是值得進一步驗證的問題。 本文在研究生產(chǎn)性財政支出與經(jīng)濟增長關(guān)系的過程中,首先將生產(chǎn)性財政支出定義為能使宏觀生產(chǎn)函數(shù)發(fā)生改變的、其增加可以提高穩(wěn)態(tài)經(jīng)濟增長率的政府支出部分。其次,在內(nèi)生經(jīng)濟增長理論經(jīng)典模型和區(qū)域經(jīng)濟收斂理論的基礎(chǔ)上,分別從生產(chǎn)性財政支出流量和存量兩個方面對其與區(qū)域經(jīng)濟增長的關(guān)系進行理論分析。在理論分析的基礎(chǔ)上,本文利用1993-2010地市級面板數(shù)據(jù)建立實證模型,采用廣義矩估計方法對生產(chǎn)性財政支出的當期流量值和以前年度積累值于經(jīng)濟增長的關(guān)系進行實證檢驗,同時對東西部地區(qū)生產(chǎn)性財政支出對經(jīng)濟增長的貢獻程度進行比較研究。最后,在理論分析和實證檢驗的基礎(chǔ)上,提出調(diào)整、完善西部地區(qū)財政支出的政策建議。
[Abstract]:The related problems of economic growth have long been the focus of attention of economists, how to achieve sustained economic growth is also a persistent direction of governments.Since the reform and opening up, China's economic development has attracted worldwide attention.In the process of rapid economic development, China is also faced with the problem of unbalanced regional development, especially the extreme imbalance of economic growth between eastern and western provinces and cities.In order to alleviate the difference of regional economic growth, the government has used various means and tools of fiscal policies to continuously increase the financial support to the western region, most of which is used in productive areas.So, have these financial funds, especially the productive financial expenditure, played a role in the economic growth of the western region?What role do they play?These are problems that deserve further verification.In the course of studying the relationship between productive fiscal expenditure and economic growth, this paper first defines productive fiscal expenditure as the part of government expenditure which can make the macro-production function change and which can increase the steady economic growth rate.Secondly, on the basis of the classical model of endogenous economic growth theory and regional economic convergence theory, the relationship between endogenous economic growth and regional economic growth is analyzed theoretically from the two aspects of productive financial expenditure flow and stock.On the basis of theoretical analysis, this paper establishes an empirical model by using the municipal panel data from 1993 to 2010, and uses the generalized moment estimation method to test the relationship between the current flow value of the productive financial expenditure and the accumulated value of the previous year to the economic growth.At the same time, the paper makes a comparative study on the contribution of productive fiscal expenditure to economic growth in the eastern and western regions.Finally, on the basis of theoretical analysis and empirical test, the author puts forward some policy suggestions on how to improve the fiscal expenditure in the western region.
