【摘要】：隨著世界經(jīng)濟(jì)的平穩(wěn)發(fā)展，各國(guó)之間的經(jīng)濟(jì)聯(lián)系越來(lái)越緊密。中國(guó)與俄羅斯同為經(jīng)濟(jì)轉(zhuǎn)型國(guó)家，同樣面臨著利用外國(guó)投資發(fā)展本國(guó)經(jīng)濟(jì)的任務(wù)。在經(jīng)濟(jì)全球化背景下，吸引外國(guó)投資促進(jìn)本國(guó)經(jīng)濟(jì)的發(fā)展，增加國(guó)際競(jìng)爭(zhēng)力，越來(lái)越受到各國(guó)政府的高度關(guān)注。中國(guó)與俄羅斯作為世界上舉足輕重的大國(guó)，兩國(guó)不僅在地理上睦鄰相連，在經(jīng)濟(jì)上也具有天然的互補(bǔ)性，合作潛力巨大。兩國(guó)間的經(jīng)貿(mào)已構(gòu)成一個(gè)動(dòng)態(tài)的經(jīng)貿(mào)合作系統(tǒng)，這個(gè)系統(tǒng)既受兩國(guó)政治文化的影響，具有相對(duì)的獨(dú)立性。又受國(guó)民經(jīng)濟(jì)的制約，，具有統(tǒng)一性。 俄羅斯擁有豐富的自然資源，龐大且日益增長(zhǎng)的國(guó)內(nèi)市場(chǎng)需求，高素質(zhì)的人力資源和日趨穩(wěn)定的政治環(huán)境。俄羅斯為了使外資的增長(zhǎng)速度與本國(guó)國(guó)內(nèi)生產(chǎn)總值增長(zhǎng)速度相匹配，達(dá)到投資帶動(dòng)經(jīng)濟(jì)增長(zhǎng)的目的，出臺(tái)一系列鼓勵(lì)外國(guó)對(duì)俄投資的法律，向外資開(kāi)放更多投資領(lǐng)域以及建立經(jīng)濟(jì)特區(qū)等措施，投資環(huán)境得到很大改善。
[Abstract]:With the steady development of the world economy, the economic ties between countries are getting closer and closer.China and Russia, as countries with economies in transition, face the task of using foreign investment to develop their economies.Under the background of economic globalization, attracting foreign investment to promote the development of our national economy and increase international competitiveness have attracted more and more attention from governments.China and Russia are important powers in the world. The two countries are not only geographically good-neighborly, but also have natural complementarities and great potential for cooperation.The economy and trade between the two countries have formed a dynamic system of economic and trade cooperation, which is influenced by the political culture of the two countries and has relative independence.Also subject to the constraints of the national economy, with unity.Russia has abundant natural resources, huge and growing domestic market demand, high quality human resources and increasingly stable political environment.In order to match the growth rate of foreign investment with the growth rate of its GDP and achieve the purpose of promoting economic growth through investment, Russia has enacted a series of laws to encourage foreign investment in Russia.Opening more investment areas to foreign investment and establishing special economic zones have greatly improved the investment environment.
