【摘要】：營商環(huán)境是制約投資行為的客觀條件,主要包括經濟政策的明確性、要素供給的支撐性、政府服務的便利性、法治體系的完備性、要素資源的流動性、市場體系的公平性及市場準入的統(tǒng)一性。當前我國的營商環(huán)境仍存在很多不足:政策缺乏穩(wěn)定性和連續(xù)性,透明度不足,執(zhí)行不一致;勞動力成本上漲,土地供給數量下降,獲得貸款便利性差;政府與市場及各部門之間的關系尚未理順;法律法規(guī)有待完善,知識產權保護水平有待提高;貿易管理及外匯管理仍不便利等等。優(yōu)化我國的營商環(huán)境,必須合理放寬束縛企業(yè)經營發(fā)展的制度性限制,全面改進政府職責中的短板、障礙與不作為,努力降低企業(yè)要素成本與稅費負擔,牢牢守住關乎國家經濟安全與穩(wěn)定的底線。
[Abstract]:The business environment is the objective condition that restricts the investment behavior, including the clarity of economic policy, the support of factor supply, the convenience of government service, the completeness of rule of law system, the mobility of factor resources.Fairness of market system and unity of market access.At present, there are still many shortcomings in our business environment: lack of stability and continuity of policies, lack of transparency, inconsistent implementation, rising labor costs, declining quantity of land supply, poor access to loans;The relationship between the government and the market and various departments has not been straightened out; the laws and regulations need to be improved; the level of intellectual property protection needs to be improved; and the trade management and foreign exchange management are still not convenient and so on.To optimize our business environment, we must reasonably relax the institutional restrictions that constrain the business development of enterprises, comprehensively improve the shortcomings, obstacles and inaction in government duties, and strive to reduce the cost of enterprise elements and the burden of taxes and fees.Firmly hold on to the bottom line of national economic security and stability.
