【摘要】:地方高校在追求"一流大學(xué)與一流學(xué)科"的進程中,應(yīng)著力實現(xiàn)區(qū)域產(chǎn)業(yè)價值鏈高端化建設(shè)。高校協(xié)同創(chuàng)新載體"雙一流"建設(shè)是區(qū)域產(chǎn)業(yè)價值鏈高端化的動力源頭和重要途徑。區(qū)域產(chǎn)業(yè)價值鏈高端化是高校協(xié)同創(chuàng)新載體"雙一流"建設(shè)的發(fā)展導(dǎo)向和實踐目標,要針對高校協(xié)同創(chuàng)新載體與區(qū)域產(chǎn)業(yè)價值鏈高端化的雙向互促所面臨的主要體制機制問題,系統(tǒng)開展高校協(xié)同創(chuàng)新載體運行機制體制的改革,即以科技制度和組織制度創(chuàng)新推動高科技牽引,以人才機制創(chuàng)新推動高智力密集性牽引,以發(fā)展模式創(chuàng)新推動高附加值牽引。
[Abstract]:In the process of pursuing "first-class universities and first-class subjects", local colleges and universities, We should make great efforts to realize the high-end construction of the regional industrial value chain. The "double first-class" construction of the cooperative innovation carrier in colleges and universities is the motive source and important way of the high-end regional industrial value chain. The high-end of the regional industrial value chain is the cooperation of universities and colleges. The development orientation and practical goal of "double first-class" construction of innovation carrier, In view of the main institutional mechanism problems faced by the two-way promotion between the cooperative innovation carriers of colleges and universities and the high-end regional industrial value chain, the system reform of the operation mechanism of cooperative innovation carriers in colleges and universities should be carried out systematically. In other words, high-tech traction is promoted by innovation of scientific and technological system and organizational system, high-intelligence intensive traction is promoted by innovation of talent mechanism, and high value-added traction is promoted by innovation of development mode.
