【摘要】：自加入長三角序列以來,安徽省面臨更為良好的外部發(fā)展機遇,也為高新區(qū)的轉型升級帶來了“外合”動力。自2014年9月以來,國務院關于依托黃金水道推動長江經(jīng)濟帶發(fā)展的指導意見出臺,安徽整省“入長”。從“地理相加”到“發(fā)展相融”,融入長三角已成為安徽省發(fā)展和高新區(qū)轉型升級的重要機遇。論文運用主成分分析法借助SPSS21.0軟件對安徽省高新區(qū)綜合競爭力進行了評價研究,發(fā)現(xiàn)合肥、蕪湖、蚌埠、馬鞍山慈湖、馬鞍山高新區(qū)綜合競爭力較強,淮南高新區(qū)和宿州高新區(qū)綜合競爭力最弱。同時,將安徽省國家高新區(qū)與長三角區(qū)域其他國家高新區(qū)進行了比較研究,除合肥高新區(qū)排名第二外,其他高新區(qū)排名較靠后,安徽省高新區(qū)整體競爭力與蘇浙滬相比差距較大。為從區(qū)域一體化視角構建安徽省高新區(qū)轉型升級路徑,論文進一步分析了安徽省融入周邊省市的一體化進程。研究發(fā)現(xiàn):安徽省的區(qū)域創(chuàng)新能力在8省1市位列第六,處于中下水平;承接產(chǎn)業(yè)轉移能力不高,甚至與湖北等地相比也鮮有優(yōu)勢。在上述研究基礎上,論文設計了安徽省不同類別高新區(qū)轉型升級的差異化“外合”路徑�；趨^(qū)域一體化視角,面向長三角核心區(qū)分別對不同類別高新區(qū)的轉型發(fā)展提出了具體對策和建議。
[Abstract]:Since joining the Yangtze River Delta sequence, Anhui Province has been faced with better external development opportunities, and has also brought the impetus of "external cooperation" for the transformation and upgrading of high-tech zones. Since September 2014, The State Council's guiding opinion on relying on the Golden Waterway to promote the Development of the Yangtze River Economic Belt was issued. The integration of the Yangtze River Delta into the Yangtze River Delta has become an important opportunity for the development of Anhui Province and the transformation and upgrading of the high-tech zones. The paper applies the principal component analysis method to the high-tech development of Anhui Province with the help of SPSS21.0 software. The comprehensive competitiveness of the district has been evaluated and studied. It is found that Hefei, Wuhu, Bengbu, Ma'anshan Cihu and Ma'anshan Hi-tech zones have stronger comprehensive competitiveness, while Huainan High-Tech Zone and Suzhou High-Tech Zone have the weakest comprehensive competitiveness. At the same time, The national high-tech zones in Anhui Province and other national high-tech zones in the Yangtze River Delta region have been compared and studied. In addition to the second place in the ranking of Hefei high-tech zones, other high-tech zones are ranked relatively low. Compared with Jiangsu, Zhejiang and Shanghai, the overall competitiveness of high-tech zones in Anhui Province is quite different from that in Jiangsu, Zhejiang and Shanghai. The paper further analyzes the integration process of Anhui Province into the surrounding provinces and cities. The research finds that the regional innovation ability of Anhui Province ranks sixth in 8 provinces and 1 city, at the middle and lower levels, and the ability to undertake industrial transfer is not high. On the basis of the above research, the paper designs the differentiated "external cooperation" path of transformation and upgrading of different types of high-tech zones in Anhui Province, which is based on the perspective of regional integration. Specific countermeasures and suggestions for the transformation and development of different types of high-tech zones are put forward for the Yangtze River Delta Core Zone.
