【摘要】：黨的十八大報(bào)告明確提出實(shí)施創(chuàng)新驅(qū)動(dòng)的發(fā)展戰(zhàn)略。目前,我國(guó)自主創(chuàng)新能力仍比較薄弱,亟需加快新技術(shù)、新產(chǎn)業(yè)、新工藝研發(fā)應(yīng)用,促進(jìn)技術(shù)創(chuàng)新體系建設(shè)�？萍贾薪闄C(jī)構(gòu)是科技創(chuàng)新體系中的重要環(huán)節(jié),高效率的科技中介機(jī)構(gòu)能大大活躍和促進(jìn)企業(yè)的技術(shù)創(chuàng)新和技術(shù)擴(kuò)散,提高國(guó)家經(jīng)濟(jì)競(jìng)爭(zhēng)力。近年來(lái),遼寧省科技中介機(jī)構(gòu)為促進(jìn)科技成果轉(zhuǎn)化,推動(dòng)高新技術(shù)產(chǎn)業(yè)發(fā)展和傳統(tǒng)產(chǎn)業(yè)改造做出了較大貢獻(xiàn),并積累了一定的經(jīng)驗(yàn)。遼寧省科技中介機(jī)構(gòu)已經(jīng)成為推動(dòng)遼寧省科技面向市場(chǎng)的重要力量。為了有效降低創(chuàng)新創(chuàng)業(yè)風(fēng)險(xiǎn)、加速科技成果產(chǎn)業(yè)化進(jìn)程,建立健全遼寧科技中介服務(wù)體系和加快發(fā)展科技中介服務(wù),是十分迫切和必要的。本文運(yùn)用文獻(xiàn)分析法,對(duì)國(guó)內(nèi)外關(guān)于創(chuàng)新驅(qū)動(dòng)與科技中介機(jī)構(gòu)的研究進(jìn)行綜述,從中歸納總結(jié)出研究創(chuàng)新驅(qū)動(dòng)視角下遼寧科技中介機(jī)構(gòu)發(fā)展的意義。本文首先界定了創(chuàng)新驅(qū)動(dòng)和科技中介機(jī)構(gòu)的概念,重點(diǎn)分析了創(chuàng)新驅(qū)動(dòng)視角下遼寧科技中介機(jī)構(gòu)存在的問(wèn)題和問(wèn)題的原因。雖然遼寧省科技中介機(jī)構(gòu)正在穩(wěn)步發(fā)展,但仍存在支持政策不到位、機(jī)構(gòu)依附性強(qiáng)、服務(wù)創(chuàng)新能力較弱等問(wèn)題,而造成以上問(wèn)題的原因是法律政策支持力度不夠、政府職能轉(zhuǎn)變觀念不到位、創(chuàng)新能力和市場(chǎng)需要不高。因此,根據(jù)對(duì)原因的分析,本文提出改善法律和政策環(huán)境、加快轉(zhuǎn)變政府管理職能、對(duì)遼寧科技中介機(jī)構(gòu)重新定位等措施建議,以促使遼寧科技中介機(jī)構(gòu)健康發(fā)展。
[Abstract]:At present, the independent innovation ability of our country is still relatively weak, it is urgent to speed up the research and application of new technology, new industry and new technology. To promote the construction of technological innovation system. Science and technology intermediary is an important link in science and technology innovation system. High-efficiency science and technology intermediary can greatly activate and promote the technological innovation and technology diffusion of enterprises. In recent years, scientific and technological intermediary organizations in Liaoning Province have made great contributions to the transformation of scientific and technological achievements, the development of high-tech industries and the transformation of traditional industries. Liaoning science and technology intermediary has become an important force to promote the market of science and technology in Liaoning Province. In order to effectively reduce the risk of innovation and entrepreneurship, accelerate the process of industrialization of scientific and technological achievements. It is very urgent and necessary to establish and perfect the scientific and technological intermediary service system in Liaoning Province and to accelerate the development of the scientific and technological intermediary service. This paper summarizes the research on innovation-driven and sci-tech intermediaries at home and abroad. This paper summarizes the significance of the development of sci-tech intermediary institutions in Liaoning province from the perspective of innovation-driven research. Firstly, this paper defines the concepts of innovation-driven and sci-tech intermediaries. Focus on the innovation driven perspective of Liaoning science and technology intermediary institutions and the reasons for the problems. Although Liaoning science and technology intermediary institutions are developing steadily, but there are still no supporting policies in place, strong institutional dependence. Service innovation ability is weak, and the causes of the above problems are insufficient legal policy support, the concept of government function transformation is not in place, innovation ability and market needs are not high. Therefore, according to the analysis of the reasons. This paper puts forward some suggestions such as improving the law and policy environment, speeding up the transformation of the government's management function, repositioning the scientific and technological intermediary organizations in Liaoning, so as to promote the healthy development of Liaoning's scientific and technological intermediary organizations.
