跨越式發(fā)展背景下新疆南疆三地州人力資源開(kāi)發(fā)研究

【摘要】:如何進(jìn)一步推進(jìn)西部少數(shù)民族邊疆地區(qū)社會(huì)經(jīng)濟(jì)發(fā)展是改革開(kāi)放特別是西部大開(kāi)發(fā)戰(zhàn)略實(shí)施以來(lái)的學(xué)術(shù)界研究的重點(diǎn)與熱點(diǎn)。同時(shí)在西部大開(kāi)發(fā)以及新一輪對(duì)口援疆背景下,如何進(jìn)一步充分利用新疆優(yōu)勢(shì)資源,,推進(jìn)新疆社會(huì)經(jīng)濟(jì)的全面發(fā)展也成為了社會(huì)大眾關(guān)注的問(wèn)題。中央以及全國(guó)的新一輪對(duì)口援疆計(jì)劃已經(jīng)啟動(dòng),新疆一定要把握好千載難逢的歷史機(jī)遇,在利用好資金、技術(shù)、人才等資源的基礎(chǔ)上科學(xué)規(guī)劃、有效開(kāi)發(fā)人力資源,實(shí)現(xiàn)新疆跨越式發(fā)展。 新疆自然資源十分豐裕,但社會(huì)經(jīng)濟(jì)發(fā)展水平相對(duì)滯后,尤其是人口素質(zhì)較低,人才缺乏,人力資源開(kāi)發(fā)相對(duì)落后。特別是少數(shù)民族地區(qū)以及邊遠(yuǎn)農(nóng)村地區(qū),受地理位置、交通條件等的限制,與外界的交流受阻,思想觀念比較落后,產(chǎn)業(yè)結(jié)構(gòu)層次較低,社會(huì)經(jīng)濟(jì)發(fā)展水平滯后,距離社會(huì)主義新農(nóng)村建設(shè)的要求還比較遙遠(yuǎn)。為了改善這種局面,中央提出了中央及19省(市)新一輪的對(duì)口援疆戰(zhàn)略。然而,從新疆現(xiàn)有人力資源的實(shí)際情況來(lái)看,與對(duì)口援疆工作以來(lái)形成的新產(chǎn)業(yè)、新社會(huì)的對(duì)接要求存在一定的差距。 在這種情況下,如果人力資源結(jié)構(gòu)的調(diào)整滯后于經(jīng)濟(jì)結(jié)構(gòu)的調(diào)整,人力資源數(shù)量、質(zhì)量、結(jié)構(gòu)無(wú)法與援疆工作的總體要求相適應(yīng),就會(huì)產(chǎn)生結(jié)構(gòu)性銜接失效。因此,必須高度重視人力資源開(kāi)發(fā)(尤其是少數(shù)民族地區(qū)的人力資源開(kāi)發(fā))問(wèn)題,人力資源的開(kāi)發(fā)對(duì)實(shí)現(xiàn)受援地區(qū)的人力資源與新產(chǎn)業(yè)、新發(fā)展模式的有效對(duì)接,實(shí)現(xiàn)新疆跨越式發(fā)展顯得十分重要。 本文由四個(gè)方面組成: 第一章,導(dǎo)論介紹了論文選題的背景和意義,明確了研究思路和方法;探討了本文研究難點(diǎn)以及可能的創(chuàng)新點(diǎn),對(duì)論文結(jié)構(gòu)進(jìn)行了構(gòu)思并歸納了主要結(jié)論,闡述了人力資源開(kāi)發(fā)與可持續(xù)發(fā)展相關(guān)理論綜述。 第二章,較為深入的對(duì)跨越式發(fā)展背景下南疆三地州人力資源開(kāi)發(fā)現(xiàn)狀進(jìn)行了探討,為科學(xué)地、針對(duì)性地提出對(duì)策建議作理論支撐。 第三章,人力資源與區(qū)域經(jīng)濟(jì)增長(zhǎng)關(guān)聯(lián)理論進(jìn)行了梳理分析;設(shè)計(jì)相應(yīng)的經(jīng)濟(jì)模型,利用回歸分析方法分析了人力資源對(duì)喀什地區(qū)和和田地區(qū)經(jīng)濟(jì)增長(zhǎng)貢獻(xiàn)并以此進(jìn)一步深入探討了人力資源對(duì)南疆三地州區(qū)域經(jīng)濟(jì)發(fā)展的作用。 第四章,在人力資源現(xiàn)狀成因分析的基礎(chǔ)上,對(duì)南疆三地州人力資源開(kāi)發(fā)面臨的問(wèn)題進(jìn)行了探討,針對(duì)南疆三地州人力資源開(kāi)發(fā)過(guò)程中存在的問(wèn)題,提出了對(duì)策建議。

It is far from the requirements of the construction of new socialist countryside. However, from the actual situation of the existing human resources in Xinjiang, there is a certain gap between the new industries and the requirements of the new society. In this case, if the adjustment of human resources structure lags behind the adjustment of economic structure, the quantity, quality and structure of human resources cannot meet the overall requirements of the work of aiding Xinjiang, the structural cohesion will fail. Therefore, we must attach great importance to the development of human resources (especially in minority areas), the development of human resources for the realization of the recipient areas of human resources and new industries, new development model of effective docking, It is very important to realize the development of Xinjiang by leaps and bounds. This paper is composed of four aspects: the first chapter, the introduction introduces the background and significance of the topic, clear the research ideas and methods; This paper discusses the difficulties and possible innovations of this paper, conceive the structure of the paper, summarize the main conclusions, and expound the related theories of human resource development and sustainable development. In the second chapter, the author probes into the current situation of human resource development in the three states of southern Xinjiang under the background of leap-forward development, and provides theoretical support for scientific and targeted countermeasures and suggestions. The third chapter, human resources and regional economic growth relevance theory is combed and analyzed; The corresponding economic model is designed and the contribution of human resources to the economic growth of Kashi and Hotan regions is analyzed by means of regression analysis and the role of human resources in the regional economic development of the three prefectures in southern Xinjiang is further discussed. In the fourth chapter, on the basis of the analysis of the causes of the human resource status quo, this paper discusses the problems faced by the human resources development in the three prefectures of southern Xinjiang, and puts forward some countermeasures and suggestions for the problems existing in the process of the development of human resources in the three prefectures of the southern Xinjiang.
