【摘要】：近年來,隨著經濟的不斷發(fā)展,創(chuàng)新已經深入人心,可以說在知識經濟時代的大背景下,技術創(chuàng)新已然成為發(fā)展的中心主題,一個國家或地區(qū)要想保持經濟持續(xù)高速發(fā)展離不開技術創(chuàng)新,一個企業(yè)要想在日益激烈的市場競爭中獲得源源不斷的經濟利潤并且立于不敗之地也要依靠技術創(chuàng)新。所以,當今各國和地區(qū)紛紛致力于提升自身的技術創(chuàng)新能力,加速技術創(chuàng)新步伐,爭取搶占技術創(chuàng)新的制高點。而產學研合作作為推進技術創(chuàng)新、實現科技成果轉化的有效途徑也備受各國和地區(qū)的青睞。 同樣,安徽省也為推進產學研合作開展了大量有效的工作,但總體而言,安徽省在產學研合作方面與一些發(fā)達省份還是存在差距的�；诖�,本文在一些理論分析的基礎上,又進行了深入的實證研究。通過對安徽省產學研合作進行績效評價,并與其他省市進行相關比較,能夠清楚地看到安徽省產學研合作績效水平所處的位置以及存在的問題,通過問題原因的分析和相應政策的提出,對提升安徽省產學研合作績效、提高技術創(chuàng)新能力和促進區(qū)域經濟發(fā)展具有一定的意義。 首先,本文在簡要介紹了文章研究背景和研究目的后,闡釋了產學研合作的概念和內涵,分析產學研合作中相關主體及各自所處的地位和作用,并以技術創(chuàng)新理論、三螺旋理論和協(xié)同理論為重點理論依據進行了總結介紹,隨后又概述了相關的國內外研究現狀。為后文乃至整篇文章奠定了理論基礎。 其次,本文通過分析產學研合作績效的影響因素,并參考借鑒前人研究經驗和成果,結合安徽省的實際情況和指標建立原則,構建了安徽省產學研合作績效評價指標體系；通過比較主流的評價方法的優(yōu)缺點和適用性,選擇了因子分析法作為本文的評價方法,并簡要介紹了因子分析法的主要步驟和流程；結合前面確立的安徽省產學研合作績效評價指標體系,搜集相關指標數據,運用因子分析法對安徽省產學研合作績效進行評價,通過分析得出,安徽省的產學研合作績效的綜合得分是-0.10310938,低于全國平均水平,位次排在全國第13名,而在中部六省中,安徽省綜合得分僅次于湖北省,湖北省的綜合得分為0.28279573,高于全國平均水平,排在第8位。隨后基于因子得分結果,對各主因子進行了簡要的分析。 再次,結合前文安徽省產學研合作的績效評價的實證分析結果,通過比較分析得出影響安徽省產學研合作績效的幾個問題,主要包括RD投入不足、企業(yè)參與產學研合作的層次不高、技術創(chuàng)新產出水平較低以及新技術、新產品市場實現水平不足。然后本文結合理論基礎和實證研究分析得出影響安徽產學研合作的這些問題的原因,包括缺乏利于產學研合作的良好環(huán)境、企業(yè)技術主體地位不明確、科技成果轉化率低和科技中介服務體系不健全,以便于后文能更針對性地提出對策。 最后,結合因子分析法的結論以及影響安徽產學研合作績效水平的問題和問題的原因,相應地提出了一些政策,主要有營造利于產學研合作的良好環(huán)境、發(fā)揮企業(yè)的技術創(chuàng)新主體地位、提升科技成果轉化水平和完善科技中介服務體系。并闡述了各政策中具體的明細對策,以期能夠提升安徽省產學研合作的績效水平,提高安徽省自主創(chuàng)新能力,推動安徽省經濟發(fā)展。
