【摘要】：完善的城市管理體系能優(yōu)化城市資源配置，擴(kuò)大城市功能空間，降低城市運(yùn)營成本，提升城市對資源要素的聚合力和服務(wù)功能的輻射力，促進(jìn)城市可持續(xù)發(fā)展。隨著東麗區(qū)城市化進(jìn)程的推進(jìn)，城市管理水平滯后于城市化建設(shè)的矛盾越發(fā)突顯，東麗區(qū)需要一套健全高效的城市管理體制，完善區(qū)、街道、社區(qū)三個(gè)層次的管理運(yùn)行機(jī)制，整合涉及城市管理的多部門管理和執(zhí)法職能，科學(xué)利用和經(jīng)營城市資源，構(gòu)建起東麗區(qū)健康、有序、可持續(xù)發(fā)展的城市管理體系。 本文共分為五章。首先介紹了城市管理對社會(huì)發(fā)展的重要意義，及其包含的范圍，明確了本文研究的主要內(nèi)容。其次，就國內(nèi)外城市管理理論的發(fā)展進(jìn)行了研究綜述。第三，從國家、城市、區(qū)縣三個(gè)層面介紹了城市化發(fā)展水平，與西方發(fā)達(dá)國家城市化水平進(jìn)行了比較，研究分析了東麗區(qū)城市管理現(xiàn)狀和存在問題。第四，結(jié)合對國內(nèi)外城市管理經(jīng)驗(yàn)借鑒，，對比東麗區(qū)城市管理體制、機(jī)制中存在的差距，總結(jié)東麗區(qū)城市管理需要強(qiáng)化提升的六個(gè)方面。最后，從城市管理轉(zhuǎn)型期的總體規(guī)劃入手，提出了針對區(qū)、街道兩級(jí)城市管理機(jī)構(gòu)設(shè)立及區(qū)、街道、社區(qū)城市管理運(yùn)行、社會(huì)公共事業(yè)發(fā)展規(guī)劃、城市資源經(jīng)驗(yàn)等方面的措施和建議。 考慮到城市管理涵蓋范圍廣泛，涉及專業(yè)領(lǐng)域多，本文研究的城市管理僅限于以城市市容環(huán)境和城市基本服務(wù)功能為主基礎(chǔ)性內(nèi)容。隨著東麗區(qū)城市管理體制、機(jī)制和政策法規(guī)的逐步健全，管理體系和基礎(chǔ)將更為成熟，實(shí)際管理范圍將逐步擴(kuò)大，城市管理會(huì)伴隨著城市發(fā)展而不斷發(fā)展。最終，能夠通過城市管理的深化為區(qū)域經(jīng)濟(jì)健康持續(xù)發(fā)展和廣大市民的工作、生活營造一個(gè)良好的環(huán)境。
[Abstract]:The perfect urban management system can optimize the allocation of urban resources, expand the functional space of the city, reduce the operating cost of the city, enhance the ability of the city to gather the resources and serve the function, and promote the sustainable development of the city. With the advancement of the urbanization process of Dongli District, the contradiction that the level of urban management lags behind the construction of urbanization becomes more and more prominent. Dongli District needs a set of perfect and efficient urban management system, perfect district, street and community management operation mechanism. Integrating the multi-department management and law enforcement functions of urban management, scientifically utilizing and managing urban resources, constructing a healthy, orderly and sustainable urban management system in Dongli District. This paper is divided into five chapters. Firstly, it introduces the significance of urban management to social development and its scope, and clarifies the main contents of this paper. Secondly, it summarizes the development of urban management theory at home and abroad. Thirdly, this paper introduces the level of urbanization development from three aspects of country, city and county, compares it with the level of urbanization in western developed countries, and analyzes the present situation and existing problems of Dongli district's urban management. Fourth, combined with the domestic and foreign experience of urban management, compared the Dongli District urban management system, the existing gaps in the mechanism, summed up the Dongli District urban management needs to strengthen the six aspects of promotion. Finally, starting with the overall plan of the transition period of urban management, this paper puts forward a plan for the establishment of two levels of urban management institutions, district, street and community urban management, social and public utility development planning. Measures and suggestions on the experience of urban resources. Considering that urban management covers a wide range and involves many professional fields, the urban management in this paper is limited to the basic content of city appearance environment and urban basic service function. With the gradual improvement of Dongli district's urban management system, mechanism, policies and regulations, the management system and foundation will be more mature, the actual management scope will be gradually expanded, and the urban management will continue to develop with the development of the city. Finally, through the deepening of urban management, it can create a good environment for the healthy and sustainable development of regional economy and the work of the general public.
