【摘要】：烏魯木齊及周邊一帶，在新疆經(jīng)濟(jì)社會(huì)發(fā)展中起著舉足輕重的重要地位�！缎陆S吾爾自治區(qū)城鎮(zhèn)體系規(guī)劃》提出了“走以大中城市和區(qū)域中心城市以及重點(diǎn)小城鎮(zhèn)優(yōu)先發(fā)展、注重城市功能的擴(kuò)展和完善、集約化和內(nèi)涵型的城鎮(zhèn)化發(fā)展道路，使城鎮(zhèn)成為各級(jí)區(qū)域經(jīng)濟(jì)發(fā)展的中心，通過(guò)城鎮(zhèn)要素的集聚與擴(kuò)散功能的充分發(fā)揮，帶動(dòng)城鄉(xiāng)社會(huì)經(jīng)濟(jì)全面發(fā)展”的新疆城鎮(zhèn)化戰(zhàn)略，還提出了“優(yōu)先發(fā)展烏魯木齊周邊、城鄉(xiāng)協(xié)調(diào)發(fā)展北疆鐵路沿線(xiàn)城鎮(zhèn)發(fā)展帶、點(diǎn)軸開(kāi)發(fā)培育南疆鐵路沿線(xiàn)城鎮(zhèn)發(fā)展帶、縱深配置，形成沿邊城鎮(zhèn)開(kāi)放帶”的“一圈三帶”城鎮(zhèn)空間發(fā)展規(guī)劃。這些規(guī)劃思想符合烏魯木齊近年來(lái)城市發(fā)展態(tài)勢(shì)，，對(duì)烏魯木齊市未來(lái)的發(fā)展具有積極指導(dǎo)意義。 本文試圖為烏魯木齊區(qū)域發(fā)揮整合優(yōu)勢(shì)、構(gòu)建都市圈發(fā)展戰(zhàn)略提出有效的思路和模式。首先對(duì)國(guó)內(nèi)外都市圈發(fā)展情況研究，明確當(dāng)前國(guó)內(nèi)外都市圈發(fā)展進(jìn)程，提出現(xiàn)階段我國(guó)都市圈規(guī)劃與管理情況，明確當(dāng)前烏魯木齊發(fā)展都市圈戰(zhàn)略所處的位置，提出烏魯木齊都市圈發(fā)展戰(zhàn)略定位，劃定合理范圍，并對(duì)烏魯木齊都市圈發(fā)展戰(zhàn)略自身空間、產(chǎn)業(yè)、交通、生態(tài)環(huán)境、政治制度進(jìn)行綜合評(píng)價(jià)，明確烏魯木齊市都市圈發(fā)展存在的優(yōu)勢(shì)和不足，進(jìn)而提出發(fā)展烏魯木齊都市圈的制度、產(chǎn)業(yè)、基礎(chǔ)設(shè)施保障，提出對(duì)策建議。
[Abstract]:Urumqi and its surrounding areas play an important role in the economic and social development of Xinjiang. The Urban system Planning of Xinjiang Uygur Autonomous region puts forward that "priority should be given to the development of large and medium-sized cities, regional central cities and key small towns." Pay attention to the expansion and perfection of urban functions, intensive and intension urbanization development road, make towns become the center of regional economic development at all levels, and give full play to the function of gathering and diffusing urban elements, The urbanization strategy of Xinjiang, which promotes the overall social and economic development of urban and rural areas, also proposes "giving priority to the development of the periphery of Urumqi, coordinating the development of urban and rural areas along the northern Xinjiang railway, and developing and cultivating the urban development belt along the southern Xinjiang railway." In depth, the "one circle and three belts" urban space development plan is formed along the border town opening zone. These planning ideas are in line with Urumqi's urban development trend in recent years and have positive guiding significance for the future development of Urumqi. This paper attempts to put forward effective ideas and models for Urumqi region to play its integration advantage and construct the development strategy of metropolitan area. First of all, this paper studies the development of the metropolitan area at home and abroad, clarifies the current development process of the metropolitan area at home and abroad, puts forward the planning and management of the metropolitan area in China at the present stage, and clarifies the position of the current strategy of developing the metropolitan area in Urumqi. This paper puts forward the development strategy orientation of Urumqi metropolitan area, delimits the reasonable scope, and comprehensively evaluates the space, industry, transportation, ecological environment and political system of Urumqi metropolitan area development strategy. This paper clarifies the advantages and disadvantages of Urumqi metropolitan area development, and then puts forward the system, industry and infrastructure guarantee of Urumqi metropolitan area development, and puts forward some countermeasures and suggestions.
