【摘要】：正黨的十八屆五中全會(huì)強(qiáng)調(diào)"堅(jiān)持協(xié)調(diào)發(fā)展,著力形成平衡發(fā)展結(jié)構(gòu)",明確"推動(dòng)區(qū)域協(xié)調(diào)發(fā)展。塑造要素有序自由流動(dòng)、主體功能約束有效、基本公共服務(wù)均等、資源環(huán)境可承載的區(qū)域協(xié)調(diào)發(fā)展新格局"。為深入推進(jìn)區(qū)域經(jīng)濟(jì)社會(huì)協(xié)調(diào)開放發(fā)展,2016年3月,國務(wù)院發(fā)布《關(guān)于深化泛珠三角區(qū)域合作的指導(dǎo)意見》(國發(fā)〔2016〕18號(hào)文件,以下簡稱"《指導(dǎo)意見》"),明確新形勢(shì)下深化泛珠三角區(qū)域合作,有利于深入實(shí)
[Abstract]:The Fifth Plenary session of the 18th CPC Central Committee emphasized "persisting in coordinated development, focusing on the formation of a balanced development structure," and clearly "promoting regional coordinated development." A new pattern of coordinated regional development with orderly and free flow of elements, effective functional constraints, equality of basic public services, and carrying of resources and environment. " In order to further promote the coordinated and open development of regional economy and society, in March 2016, the State Council issued the guidelines on deepening Regional Cooperation in the Pan-Pearl River Delta (document No. 18 of Guofa (2016). To make it clear that deepening regional cooperation in the Pan-Pearl River Delta under the new situation is conducive to deepening regional cooperation in the Pan-Pearl River Delta.
