【摘要】：本文首先對比介紹江蘇省南北區(qū)域的自然概況和經(jīng)濟(jì)狀況,分析南北區(qū)域的經(jīng)濟(jì)差距,從歷史因素和區(qū)位因素兩個方面出發(fā)并引申出文化、政策等方面來說明形成這種差距的具體原因,得出南北區(qū)域進(jìn)行經(jīng)濟(jì)合作所具有的現(xiàn)實經(jīng)濟(jì)基礎(chǔ)；其次分析南北區(qū)域經(jīng)濟(jì)合作的現(xiàn)狀,首先是省級政府制定了大量的區(qū)域發(fā)展政策來推動南北區(qū)域經(jīng)濟(jì)合作的展開,提供合作的政策保障；其次是從基礎(chǔ)設(shè)施建設(shè),產(chǎn)業(yè)、財政、科技、勞動力在內(nèi)的“四項轉(zhuǎn)移”、南北共建蘇北開發(fā)區(qū)等方面介紹南北區(qū)域經(jīng)濟(jì)合作已經(jīng)采取的具體措施；然后分析經(jīng)濟(jì)合作的效果,從主要經(jīng)濟(jì)指標(biāo)出發(fā)分析南北經(jīng)濟(jì)合作以來雙方主要是蘇北地區(qū)取得的經(jīng)濟(jì)成果；最后分析南北經(jīng)濟(jì)合作中存在的主要問題,從省級政府政策、蘇南地區(qū)和蘇北地區(qū)、園區(qū)共建、外部因素等方面分析存在的主要問題,并在完善區(qū)域經(jīng)濟(jì)合作機(jī)制、省級政府制定更靈活的扶持政策、推動蘇南地區(qū)升級產(chǎn)業(yè)結(jié)構(gòu)、增強(qiáng)蘇北地區(qū)提高承載產(chǎn)業(yè)轉(zhuǎn)移的能力、擴(kuò)大共建園區(qū)的溢出效應(yīng)等方面給出政策建議,便于南北區(qū)域經(jīng)濟(jì)合作順利進(jìn)行。
[Abstract]:This paper first introduces the natural situation and economic situation of the north and south regions of Jiangsu Province, analyzes the economic gap between the north and south regions, and develops the culture from the historical factors and the location factors. Policies and other aspects to explain the specific reasons for this gap, and draw the North-South regional economic cooperation has a realistic economic basis; secondly, analysis of the current situation of North-South regional economic cooperation, First, the provincial governments have formulated a large number of regional development policies to promote the development of North-South regional economic cooperation and provide policy guarantees for cooperation; secondly, there are "four transfers" from infrastructure construction, industry, finance, science and technology, and labor force. The joint construction of the development zone between the north and the south of Jiangsu Province, and so on, introduces the concrete measures that have been taken in the North-South regional economic cooperation, and then analyzes the effect of the economic cooperation. Starting from the main economic indicators, this paper analyzes the economic achievements made by the two sides since the economic cooperation between the north and the south, mainly from the north to the south. Finally, it analyzes the main problems existing in the economic cooperation between the north and the south, from the policies of the provincial government, from the southern Jiangsu and northern Jiangsu regions, This paper analyzes the main problems existing in the co-construction of the park, external factors and so on, and in order to improve the mechanism of regional economic cooperation, the provincial government formulates more flexible support policies, and promotes the upgrading of the industrial structure in southern Jiangsu. To enhance the capacity of carrying industry transfer and to expand the spillover effect of co-construction zone, the policy suggestions are put forward in order to facilitate the regional economic cooperation between the north and the south.
