【摘要】：京津冀地區(qū)早在很久以前就提出要實(shí)施協(xié)同發(fā)展,并且立足于新經(jīng)濟(jì)研究來(lái)實(shí)現(xiàn)進(jìn)一步發(fā)展,當(dāng)前政府并不能讓經(jīng)濟(jì)發(fā)展需求得到滿足,其主要存在的問(wèn)題有:第一,在機(jī)構(gòu)設(shè)置上和社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制要求不匹配;第二,政府職能不符合現(xiàn)代企業(yè)制度建設(shè)需求;第三,存在龐大的機(jī)構(gòu),機(jī)構(gòu)和人員冗余現(xiàn)象研究,無(wú)法符合高效政府運(yùn)行機(jī)制的建設(shè)需求。京津冀地區(qū)實(shí)施協(xié)同發(fā)展具有非常重要的意義,關(guān)鍵是要在宏觀以及微觀經(jīng)濟(jì)調(diào)控過(guò)程中發(fā)揮政府的作用;以此來(lái)形成相應(yīng)的政策,該政策要和區(qū)域協(xié)同發(fā)展規(guī)律相符合;并且還要讓這一協(xié)同發(fā)展具有長(zhǎng)期性特點(diǎn),本文研究?jī)?nèi)容主要有:第一章為緒言部分,簡(jiǎn)要介紹京津冀協(xié)同發(fā)展問(wèn)題提出的背景和國(guó)內(nèi)外的研究現(xiàn)狀,并指出本文的研究意義;文獻(xiàn)綜述,對(duì)博弈論、區(qū)域公共決策和京津冀區(qū)域發(fā)展的相關(guān)文獻(xiàn)等進(jìn)行闡述歸納;第二章相關(guān)理論概述部分,首先介紹了區(qū)域與區(qū)域公共政策的內(nèi)涵,然后對(duì)區(qū)域協(xié)同發(fā)展的內(nèi)涵和特點(diǎn)進(jìn)行分析,最后介紹了博弈論和區(qū)域經(jīng)濟(jì)合作的相關(guān)內(nèi)容。第三章對(duì)京津冀地方政府博弈的現(xiàn)狀進(jìn)行分析,通過(guò)建立博弈論模型剖析京津冀三地政府的博弈現(xiàn)狀,并從中央政府和地方政府兩個(gè)維度分析京津冀三地政府非競(jìng)爭(zhēng)博弈產(chǎn)生的政策原因。第四章通過(guò)分析國(guó)外首都經(jīng)濟(jì)圈政策和組織模式的探索,總結(jié)其經(jīng)驗(yàn)及對(duì)我國(guó)的啟示;第五章是本文的重點(diǎn),針對(duì)京津冀協(xié)同發(fā)展的政策出現(xiàn)的問(wèn)題,從中央和地方政府兩個(gè)維度提出相應(yīng)的公共策略;第六章是對(duì)結(jié)論進(jìn)行總結(jié)概括,并就進(jìn)一步深入研究京津冀問(wèn)題進(jìn)行學(xué)術(shù)規(guī)劃。
[Abstract]:The Beijing-Tianjin-Hebei region proposed to implement coordinated development as early as a long time ago, and based on the new economic research to achieve further development. At present, the government cannot satisfy the needs of economic development. The main problems in this area are as follows: first, The establishment of institutions does not match the requirements of the socialist market economic system; second, government functions do not meet the needs of modern enterprise system construction; third, there is a huge phenomenon of institutional, institutional and personnel redundancy. Unable to meet the construction needs of efficient government operation mechanism. The implementation of coordinated development in Beijing-Tianjin-Hebei region is of great significance, the key is to play the role of the government in the process of macro and micro economic regulation and control, to form the corresponding policy, which should be consistent with the law of regional coordinated development. The main contents of this paper are as follows: the first chapter is the preface, which briefly introduces the background of the cooperative development between Beijing, Tianjin and Hebei and the current research situation at home and abroad, and points out the research significance of this paper; Literature review, the game theory, regional public decision-making and regional development of the Beijing-Tianjin-Hebei region development of the relevant literature are summarized. The second chapter of the relevant theoretical overview, first introduced the connotation of regional and regional public policy, Then, the connotation and characteristics of regional cooperative development are analyzed, and the relevant contents of game theory and regional economic cooperation are introduced. The third chapter analyzes the current situation of the game between the Beijing, Tianjin and Hebei local governments, and analyzes the game situation of the three governments through the establishment of game theory model. And from the two dimensions of central government and local government, this paper analyzes the policy reasons of non-competitive game between Beijing, Tianjin and Hebei. The fourth chapter summarizes the experience and enlightenment to our country by analyzing the policy and organization mode of foreign capital economic circle, and the fifth chapter is the focus of this paper, aiming at the problems of the policy of Beijing, Tianjin and Hebei coordinated development. The sixth chapter summarizes the conclusions and makes academic plans for further research on the issues of Beijing, Tianjin and Hebei.
