動(dòng)態(tài)競(jìng)爭(zhēng)視角下劣勢(shì)高新區(qū)的發(fā)展路徑研究
[Abstract]:At present, the domestic and foreign related literature mainly studies the well-known high-tech zones with obvious advantages in specific regions or around the world, ignoring the problem of how to survive and develop a large number of unknown high-tech zones without advantages. The competition of resources, policies, talents and industries between high-tech zones and other economic zones is ignored under the condition of open market. The particularity of the inferior high-tech zones lies in that most of them are located in the third and fourth tier cities and are subject to competition from the regional economic centers with the provincial capital cities, the national high-tech zones and the national industrial development zones as the core in the fields of talent, resources, technology and industry, etc. Faced with the problems of lack of resources, imperfect policies and inconspicuous industrial advantages, the successful experiences and models of high-tech zones at home and abroad have no reference for these high-tech zones. The external environment is severe, the lack of advantages and missed key development opportunities are the main reasons leading to the problems related to the inferior high-tech zones. Inferior high-tech zones should consider their development path from four aspects: concept, strategy, strategy and supporting conditions based on dynamic competition perspective. Inferior high-tech zones must break the restriction of traditional concepts such as self-centered, historical superiority, etc. It can stimulate people's subjective initiative and clarify their thinking of development by renewing their ideas. In the aspect of making dynamic competitive strategy, we should pay attention to the interaction between high-tech zones and other high-tech zones and economic zones, pay attention to cultivation on the surface, break through points, accumulate gradually, gather small wins for big wins. In the key strategies, the inferior high-tech zones should attach importance to the problem-oriented guidance mechanism system innovation, not only seize the opportunity, but also pay attention to the creation of the opportunity. In terms of condition support, inferior high-tech zones should attach importance to the multi-perspective system optimization of the development environment, systematically comb the necessary conditions and key conditions of development, strengthen the responsibility of the government and bear the risks.
