高溫?zé)岷?duì)福建省水稻生產(chǎn)的影響及對(duì)策研究

【摘要】:我國糧食安全是國家安全戰(zhàn)略的核心部分之一,也是“三農(nóng)”問題歷來最關(guān)注的問題之一。不利的氣候因素自古以來便是保障糧食安全的一大障礙,對(duì)于糧食生產(chǎn)有著重大的影響。在福建省人們多以稻米為主要口糧,但由于人口眾多、耕地逐年減少,水稻生產(chǎn)日益不能滿足人們的需求。而高溫?zé)岷?dǎo)致的水稻產(chǎn)量減少更是加劇了這一情況。因此,研究高溫?zé)岷?duì)福建水稻生產(chǎn)的影響有非常重要的意義。 本文將水稻的生產(chǎn)與糧食安全的保障緊密聯(lián)系起來,結(jié)合當(dāng)前國內(nèi)水稻的生產(chǎn)和未來的發(fā)展趨勢(shì),深入的分析福建省高溫?zé)岷υ谒旧a(chǎn)和經(jīng)濟(jì)發(fā)展中引發(fā)的主要問題,認(rèn)為在福建省積極開展對(duì)高溫?zé)岷Φ姆乐未胧┘胺(wěn)步提高水稻產(chǎn)量,對(duì)于保障福建省糧食安全和實(shí)現(xiàn)糧食的自給自足具有十分重要的現(xiàn)實(shí)意義。本文收集了福建省水稻種植制度現(xiàn)狀和近40年的氣象資料,采用日本學(xué)者Toshichika Iizumi和江蘇省農(nóng)科院的兩個(gè)水稻高溫減產(chǎn)模型計(jì)算了在不同的高溫條件下水稻的相對(duì)減產(chǎn)率,得出了1971-2010年福建省水稻相對(duì)減產(chǎn)率的時(shí)空分布規(guī)律,據(jù)此分析了高溫?zé)岷?duì)福建省水稻產(chǎn)量的影響現(xiàn)狀。并且本文進(jìn)一步提出了福建省水稻生產(chǎn)在面對(duì)高溫?zé)岷r(shí)的宏觀生產(chǎn)對(duì)策及相應(yīng)的減災(zāi)措施,從政策、技術(shù)等多方面提出建議,為相關(guān)政府部門制訂相關(guān)政策提供參考,以期提高福建省水稻生產(chǎn)水平,促進(jìn)區(qū)域經(jīng)濟(jì)發(fā)展。
[Abstract]:China's grain security is one of the core parts of national security strategy, and one of the most concerned problems in the "three rural areas". Adverse climatic factors have been an obstacle to food security since ancient times and have a great impact on grain production. In Fujian Province, rice is the main food supply, but because of the large population and the decrease of cultivated land, the rice production can not meet the demand of people day by day. The decrease of rice yield caused by high temperature and heat damage has aggravated the situation. Therefore, it is of great significance to study the effect of high temperature heat damage on rice production in Fujian. In this paper, the production of rice is closely related to the security of grain security, combining with the current domestic rice production and future development trend, the main problems caused by high temperature heat damage in Fujian Province in rice production and economic development are analyzed in depth. It is considered that it is of great practical significance to actively carry out measures to prevent and control high temperature heat damage and to increase rice yield steadily in Fujian Province to ensure grain security and realize grain self-sufficiency in Fujian Province. In this paper, the present situation of rice planting system in Fujian Province and the meteorological data of recent 40 years are collected. The relative yield reduction rate of rice under different high temperature conditions is calculated by using two models of high temperature reduction of rice produced by Toshichika Iizumi, a Japanese scholar, and Jiangsu Academy of Agricultural Sciences. The temporal and spatial distribution of relative yield reduction rate of rice in Fujian Province from 1971 to 2010 was obtained, and the effect of high temperature and heat damage on rice yield in Fujian Province was analyzed. Furthermore, this paper puts forward the macro production countermeasures and corresponding disaster reduction measures in the face of high temperature and heat damage in Fujian Province, and puts forward suggestions from many aspects, such as policy, technology and so on, and provides reference for relevant government departments to formulate relevant policies. In order to improve the level of rice production in Fujian Province, promote regional economic development.
