【摘要】：正江河湖庫(kù)水系是水循環(huán)和水資源形成的載體,是地球的血脈、生命的源泉、文明的搖籃,是人們生產(chǎn)生活、健康生命不可缺少的重要資源,也是流域生態(tài)系統(tǒng)的重要組成部分。良好的生態(tài)環(huán)境是最普惠的民生福祉,具有健康的江河湖庫(kù)水系是保證區(qū)域經(jīng)濟(jì)、社會(huì)發(fā)展的基礎(chǔ)支撐。近年,國(guó)家相繼出臺(tái)了一系列涉及河湖健康管理與保護(hù)的政策文件。2010年,水利部部署重要河湖健康試點(diǎn)評(píng)估工作;2011年,中央1號(hào)文件強(qiáng)調(diào)水利改革;2012年,出臺(tái)《國(guó)務(wù)院關(guān)于實(shí)行最嚴(yán)格水資源管理制度的
[Abstract]:The river, lake and reservoir system is the carrier of water cycle and water resources formation, is the blood vein of the earth, the source of life, the cradle of civilization, and is an indispensable and important resource for people to produce and live and to live healthily. It is also an important part of watershed ecosystem. Good ecological environment is the most popular people's welfare, and the healthy rivers, lakes and reservoirs are the basic support to ensure the regional economy and social development.
